Powers and duties. The county commissioner of public welfare\nshall:\n  1. Have all the powers and perform all the duties conferred on or\nrequired of a county commissioner of public welfare under the social\nwelfare law.\n  2. Have charge of the county home, county hospital, and any other\npublic welfare institution maintained by the county.\n  3.
