Powers of state civil service commission with respect to local\nrules; appointments and eligible lists. 1. The state civil service\ncommission may, by unanimous vote of the three members\n  (a) amend or rescind any rule, regulation or jurisdictional\nclassification prescribed by a municipal commission, but shall not\nexempt from competitive examination any office or position in any civil\ndivision without the consent of the municipal commission having\njurisdiction;\n  (b) rescind any appointment in the classified service of a civil\ndivision;\n  (c) remove from any eligible list established by a municipal\ncommission the name of any person thereon; and\n  (d) rescind any examination or eligible list or cancel an appointment\nalready made from a list so rescinded.\n  2. The state civil service commission, however, shall not take such\naction upon any ground other than that the provisions of this chapter\nare not properly or sufficiently carried out, nor without specifying in\nwriting the particulars in which such provisions are not carried out.\nBefore any such action is taken, the state civil service commission\nshall state the reasons for such action in writing and file a certified\ncopy thereof in the office of the municipal commission concerned, which\nshall be a public document therein, and shall give to such commission\nand the person aggrieved thereby a reasonable opportunity to present\nfacts in opposition to such action.","path":["Civil Service Law","Article 2.
