The legislature shall not pass a private or local bill in any of\nthe following cases:\n  Changing the names of persons.\n  Laying out, opening, altering, working or discontinuing roads,\nhighways or alleys, or for draining swamps or other low lands. Locating\nor changing county seats.\n  Providing for changes of venue in civil or criminal cases.\n  Incorporating villages.\n  Providing for election of members of boards of supervisors.\n  Selecting, drawing, summoning or empaneling grand or petit jurors.\n  Regulating the rate of interest on money.\n  The opening and conducting of elections or designating places of\nvoting.\n  Creating, increasing or decreasing fees, percentages or allowances of\npublic officers, during the term for which said officers are elected or\nappointed.\n  Granting to any corporation, association or individual the right to\nlay down railroad tracks.\n  Granting to any private corporation, association or individual any\nexclusive privilege, immunity or franchise whatever.\n  Granting to any person, association, firm or corporation, an exemption\nfrom taxation on real or personal property.\n  Providing for the building of bridges, except over the waters forming\na part of the boundaries of the state, by other than a municipal or\nother public corporation or a public agency of the state.","path":["Constitution","Article III.
