{"data":{"id":"us-ny/n.y.-county-law-396-h","jurisdiction":"us-ny","citation":"N.Y. County Law § 396-h","heading":"Powers of the authority","body":"§ 396-h. Powers of the authority. The authority, by and through its\nboard, shall have the following functions, powers and duties:\n  1. To coordinate and assist in activities in the county relating to\ndrug control;\n  2. To establish in-patient and out-patient treatment facilities for\npersons with substance use disorders. Such facilities shall include, but\nshall not be limited to:\n  a. detoxification centers and clinics for the out-patient treatment of\npersons with substance use disorders;\n  b. a treatment center where persons with substance use disorders may\nobtain professional counseling from physicians, psychologists,\npsychiatrists and where possible, other persons with substance use\ndisorders;\n  c. half-way houses to provide continuing treatment for persons with\nsubstance use disorders.\n  3. To create a referral program whereby persons with substance use\ndisorders and persons and agencies concerned with their treatment will\nmake use of the aforementioned treatment facilities;\n  4. To encourage and, when so requested, assist cooperative efforts\namong local narcotic guidance councils and state agencies in developing\nsolutions to the drug problem;\n  5. To establish one or more treatment districts within the county\nbased on geography and population density; and to employ a referral\ncounselor in each treatment district;\n  6. To encourage and foster, if possible, the use of former drug\nabusers and persons formerly addicted to drugs as staff personnel;\n  7. To assist narcotic guidance councils of a city, town or village\nwithin the county in the development of preventative educational\nprograms;\n  8. To act as agent for the county in accepting any public or private\nfunds which may be made available to a county to control the problems of\ndrug abuse;\n  9. To make a continuing evaluation of the preventative educational\ntechniques and pharmacological and psychiatric treatment procedures used\nin the county;\n  10. To utilize former drug abusers and ex-addicts in educational\ncounseling and make periodic evaluations of their effectiveness;\n  11. To establish youth centers to provide individual and group therapy\nand develop constructive work habits;","path":["County Law","Article 7-C.
