Effective April first, two thousand\ntwenty-one, the authority shall issue an annual report specifying:\n  (a) any proceeds, less program expenses and administration, so earned\nby the authority pursuant to this title;\n  (b) the sites auctioned for development pursuant to subdivision 5 of\nsection nineteen hundred two of this title;\n  (c) the identity of developers to whom rights have been transferred\npursuant to section nineteen hundred two of this title; and,\n  (d) the resulting renewable energy production.\n  2. The authority shall submit such report to the governor, the\ntemporary president of the senate, and the speaker of the assembly.
