A department, authority,\ndivision or agency of the state shall not offer or permit any officer or\nemployee of such department, authority, division or agency to use a pass\nto access and/or use the thruway without the officer's or employee's\npersonal payment of tolls except when the use of such a pass and/or use\nof the thruway without personal payment of tolls occurs in the normal\ncourse of the employment or duties of such officer or employee.
