Lactation room in public buildings. 1. As used in this section:\n  (a) \"covered public building\" means a public building owned by the\nstate of New York, under the supervision and control of the commissioner\nof general services, that is determined by said commissioner to be open\nto the public; and\n  (b) \"lactation room\" means a hygienic place, other than a bathroom,\nthat:\n  (1) is shielded from view;\n  (2) is free from intrusion;\n  (3) contains a chair, a working surface, and, if the public building\nis otherwise supplied with electricity, an electrical outlet; and\n  (4) is intended to be used for the primary purpose of breastfeeding or\nexpressing breast milk.\n  2. A covered public building shall contain a lactation room that is\nmade available for use by a member of the public to breastfeed or\nexpress breast milk.\n  3. A covered public building shall be excluded from the requirement of\nsubdivision two of this section if:\n  (a) the public building does not have a room that could be repurposed\nas a lactation room or a space that could be made private, at a\nreasonable cost; or\n  (b) new construction would be required to create a lactation room in\nthe public building and the cost of such construction is unfeasible.\n  4. Nothing in this section shall be construed to authorize an\nindividual to enter a public building that the individual is not\notherwise authorized to enter.","path":["Public Buildings Law","Article 5.
