All state agencies, including, but not\nlimited to, the departments of agriculture and markets, environmental\nconservation, and health, shall review their programs and operations\n(pursuant to guidelines established by the board) to determine whether\nthey currently collect data which may be of use to researchers engaged\nin breast, prostate or testicular cancer research.
