Every\ninstitution in this state, operated for the express purpose of receiving\nor caring for dependent, neglected or destitute children or juvenile\ndelinquents, except hospitals, shall have attached thereto a regular\nphysician of its selection duly licensed under the laws of the state and\nin good professional standing, whose name and address shall be kept\nposted conspicuously within such institution.\n  2.
