Notwithstanding any other provision of this article, the\nexistence of de minimus non-structural encroachments including, but not\nlimited to, fences, hedges, shrubbery, plantings, sheds and\nnon-structural walls, shall be deemed to be permissive and non-adverse.\n  2.
