The  Senate  shall  be composed of three conferences; the\nRepublican Conference, the Democratic  Conference  and  the  Independent\nDemocratic  Conference. The leaders of such conferences, referred to\nin  these  rules  as  Conference  Leaders,  shall  not  serve  in  their\nrespective  capacities  for  longer  than  eight  years.
