Each of the following persons who is a resident of\nthe state on the date of making application for veteran assistance shall\nbe eligible for such assistance if he or she is unable to provide for\nhimself or herself, or is unable to secure support from a legally\nresponsible relative, and is not receiving needed assistance or care\nunder other provisions of this chapter, or from other sources:\n  1. A veteran;\n  2. The wife, husband, child or grandchild under the age of twenty-one\nyears, father, mother, stepfather or stepmother of a veteran, if living\nwith the veteran;\n  3. The unremarried surviving spouse of a veteran;\n  4.
