The commissioner shall submit to the council within twenty-five days of the end of each quarter and post to the department's website five days thereafter, a report on the number of enforcement actions for marijuana possession as defined in sections 221.05, 221.10 and 221.15 of the New York state penal law, disaggregated by:\n\n1. the number of arrests; and\n\n2. the number of criminal summonses issued.\n\nb.
