When there are competing applications for a certain location, a preference in granting a license shall be shown as follows:\n\n1. Disabled veterans;\n\n2. Handicapped persons as defined by the department;\n\n3. Veterans who are not disabled;\n\n4. Persons over the age of sixty-two.\n\nb.
