Code § 22-148","heading":"§ 22-148 Intent.","body":"It is the intent of this subchapter that the rehabilitation, maintenance and operation of such pier properties shall be in all respects for the benefit of the people of the state of New York and to provide needed transportation and terminal facilities so that their commerce and prosperity may be increased and their health and living conditions improved.
