Code § 22-708","heading":"§ 22-708 Empire zone plans and applications.","body":"The department of small business services shall prepare empire zone plans in accordance with the requirement of article 18-B of the general municipal law and the rules and regulations promulgated pursuant thereto. Such plans shall be presented to the speaker of the city council, who shall certify that such plans are accurate and complete.
