In accordance with subdivision a of section nine hundred sixty-one of the general municipal law, the preparation and submission of an application by the city of New York to the commissioner of the New York state department of economic development for designation of an area within such city as an empire zone is hereby authorized. Upon designation of such area as an empire zone, such area shall be known as the West Shore empire zone.\n\nb. Such area shall not include any lands under water.\n\nd. Upon approval by the empire zones designation board, pursuant to subdivision (a-3) of section 960 of the general municipal law, of the initial distinct and separate contiguous areas described by block and lot in subdivision e of this section, the boundaries of the zone set forth in subdivisions b and c of this section shall be superseded by subdivision e of this section.\n\ne.
