Notwithstanding any other provision of law, the commissioner of housing preservation and development shall enforce the provisions of this chapter and the regulations promulgated pursuant thereto.\n\nb. A cooperative corporation that violates or causes another person to violate a provision of this chapter or any rule promulgated pursuant to such chapter shall be subject to a civil penalty of $1,000 for a first violation, $1,500 for a second violation, and $2,000 for a third or subsequent violation.\n\nc.
