Annually notify owners of covered buildings of their obligation to benchmark pursuant to section 28-309.4, provided that the failure of the department of finance to notify any such owner shall not affect the obligation of such owner to benchmark pursuant to such section.\n\n2. Notify owners of covered buildings of any suspension or lifting of a suspension pursuant to section 28-309.6.\n\n3.
