Code § 28-409.1","heading":"§ 28-409.1 Journeyman plumber registration qualifications.","body":"The commissioner shall register an applicant as a journeyman plumber who has qualifications reflecting a progressive understanding, proficiency and competence in the plumbing trade, including:\n\n1. A working familiarity with the plumbing code and technical standards and the ability to apply the code requirements correctly;\n\n2. The application of basic plumbing theory and the utilization of trade skills on the job site;\n\n3. A working knowledge of the tools of the trade and the ability to utilize them properly; and\n\n4.
