Code § BC 3006","heading":"Section BC 3006: Elevator Lobbies and Hoistway Opening Protection","body":"3006.1 Elevator, dumbwaiter and other hoistways.\n\nElevator, dumbwaiter, and other hoistway enclosures shall be constructed in accordance with Section 713 and Chapter 30.\n\n3006.1.1 Elevator lobby.\n\nExcept as provided by Sections 403.6.1 and 403.6.2, an enclosed elevator lobby shall be provided in high-rise buildings at the following locations:\n\n1. Elevators opening onto a fire-resistance-rated corridor, in all occupancy groups.\n\n2. Elevators serving Group B occupancies. Elevators that serve four or more stories that contain space classified in occupancy Group B, inclusive of any lobby or entrance level, shall provide elevator lobbies at every level served by such elevator.\n\nThe lobby enclosure shall separate the elevator shaft enclosure doors from each floor by smoke partitions. In addition to the requirements in Section 710 for smoke partitions, doors protecting openings in the elevator lobby enclosure walls shall also comply with Section 710.5.2.3 and penetrations of the elevator lobby enclosure by ducts and air transfer openings shall be protected in accordance with Section 710.8. Elevator lobbies shall have at least one means of egress complying with Chapter 10 and other provisions within this code. Access to an exit on any story through an elevator lobby shall be permitted provided that access to at least one other required exit does not require passing through the elevator lobby.\n\nExceptions:\n\n1. Enclosed elevator lobbies are not required at the street floor, provided the entire street floor is equipped with an automatic sprinkler system in accordance with Section 903.3.1.1.\n\n2. Elevators not required to be located in a shaft in accordance with Section 712 are not required to have enclosed elevator lobbies.\n\n3. Enclosed elevator lobbies are not required where zero-clearance doors are provided at the hoistway opening in accordance with Section 3002.6. Such doors shall be tested in accordance with UL 1784 without an artificial bottom seal.\n\n4. Enclosed elevator lobbies are not required on floors with less than 2,500 square feet (232 m\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t2\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t), provided that the commissioner accepts an alternative design or construction method that accomplishes the purposes of this section, or provided that the commissioner determines that compliance with this section is impracticable in whole or in part, whereby the commissioner may authorize an exemption from the requirements of this section.\n\n5. Enclosed elevator lobbies are not required on Group R-2 occupied floors.\n\n6. Enclosed elevator lobbies are not required where the elevator hoistway is pressurized in accordance with Section 3006.1.2.\n\n7. Enclosed elevator lobbies are not required where the elevator serves only open parking garages in accordance with Section 406.5.\n\n3006.1.1.1 Areas of rescue assistance.\n\nAreas of rescue assistance shall be provided as required in Section 1009.6.\n\n3006.1.2 Enclosed elevator lobby.\n\nWhere elevator hoistway pressurization is provided in lieu of required enclosed elevator lobbies, the pressurization system shall comply with this section except as provided by Sections 403.6.1 and 403.6.2.\n\n3006.1.2.1 Pressurization requirements.\n\nElevator hoistways shall be pressurized to maintain a minimum positive pressure of 0.10 inches of water (25 Pa) and a maximum positive pressure of 0.25 inches of water (67 Pa) with respect to adjacent occupied space on all floors. This pressure shall be measured at the midpoint of each hoistway door, with all elevator cars at the floor of recall and all hoistway doors on the floor of recall open and all other hoistway doors closed. The opening and closing of hoistway doors at each level must be demonstrated during this test. The supply air intake shall be from an outside, uncontaminated source located a minimum distance of 20 feet (6096 mm) from any air exhaust system or outlet.\n\n3006.1.2.2 Rational analysis.\n\nA rational analysis complying with Section 909.4 shall be submitted with the construction documents.\n\n3006.1.2.3 Ducts for system.\n\nAny duct system that is part of the pressurization system shall be protected with the same fire-resistance rating as required for the elevator shaft enclosure.\n\n3006.1.2.4 Fan system.\n\nThe fan system provided for the pressurization system shall be as required by this section.\n\n3006.1.2.4.1 Fire resistance.\n\nWhen located within the building, the fan system that provides the pressurization shall be protected with the same fire-resistance rating required for the elevator shaft enclosure.\n\n3006.1.2.4.2 Smoke detection.\n\nThe fan system shall be equipped with a smoke detector that will automatically shut down the fan system when smoke is detected within the system.\n\n3006.1.2.4.3 Separate systems.\n\nA separate fan system shall be used for each elevator hoistway.\n\n3006.1.2.4.4 Fan capacity.\n\nThe supply fan shall either be adjustable with a capacity of at least 1,000 cfm (0.4719 m\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t3\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t/s) per door, or that specified by a registered design professional to meet the requirements of a designed pressurization system.\n\n3006.1.2.5 Standby power.\n\nThe pressurization system shall be provided with standby power from the same source as other required emergency systems for the building.\n\n3006.1.2.6 Activation of pressurization system.\n\nThe elevator pressurization system shall be activated upon activation of the building fire alarm system or upon activation of the elevator lobby smoke detectors. Where both a building fire alarm system and elevator lobby smoke detectors are present, each shall be independently capable of activating the pressurization system.\n\n3006.1.2.7 Special inspection.\n\nSpecial inspection for performance shall be required in accordance with Section 909.18.8. System acceptance shall be in accordance with Section 909.19.\n\n3006.1.2.8 Marking and identification.\n\nDetection and control systems shall be marked in accordance with Section 909.14.\n\n3006.1.2.9 Control diagrams.\n\nControl diagrams shall be provided in accordance with Section 909.15.\n\n3006.1.2.10 Control panel.\n\nA fire-fighter's smoke control panel complying with Section 909.16 shall be provided.\n\n3006.1.2.11 System response time.\n\nHoistway pressurization systems shall comply with the requirements for smoke control system response time in Section 909.17.","path":["New York City Administrative Code","Title 28","Chapter 7: New York City Building Code"],"source_url":"https://files.amlegal.com/pdffiles/NewYorkCity/Admin/XML.zip","current_through":"Local Law 2026/135 (enacted August 31, 2026)","vintage":"","retrieved_at":"2026-09-06T02:48:57Z","sha256":"29501f010b6ceaecbf0f423918cc466ca0a79a84aa1505703c37c3f7e0be30cc","source_id":"us-nyc","stale":false,"prev":"us-nyc/n.y.c.-admin.-code-bc-3005","next":"us-nyc/n.y.c.-admin.-code-bc-3007"},"notice":"GroundRules: Original legal text.
