Code § FC 2004","heading":"Section FC 2004: Aircraft Maintenance","body":"2004.1 Transferring flammable and combustible liquids.\n\nFlammable and combustible liquids shall not be dispensed into or removed from a container, tank, vehicle or aircraft, except in approved locations.\n\n2004.2 Application of flammable and combustible liquid finishes.\n\nThe application of flammable or Class II combustible liquid finishes shall be conducted in an approved location, using methods and procedures in accordance with FC Chapter 24.\n\n2004.3 Cleaning parts.\n\nClass IA flammable liquids shall not be used to clean aircraft, aircraft parts or aircraft engines. Cleaning with other flammable and combustible liquids shall be in accordance with FC 5705.3.6.\n\n2004.4 Spills.\n\nThe following actions shall be taken in response to spills of flammable and combustible liquids and other hazardous materials, in addition to the procedures set forth in FC 2006.11.\n\n2004.4.1 Cessation of work.\n\nActivities in the affected area not related to the mitigation of the spill shall cease until the spilled material has been removed or the hazard has been mitigated.\n\n2004.4.2 Vehicle movement.\n\nAircraft or other vehicles shall not be moved through the spill area until the spilled material has been removed or the hazard has been mitigated.\n\n2004.4.3 Mitigation.\n\nSpills shall be reported, documented and mitigated in accordance with this chapter and FC 5003.3, and any other applicable law, rule or regulation.\n\n2004.5 Running engines.\n\nAircraft engines shall not be operated in aircraft hangars, except in approved engine test areas.\n\n2004.6 Open flame.\n\nRepair of aircraft requiring the use of open flames, spark-producing devices or the heating of parts above 500°F (260°C) shall only be performed outdoors or in an area complying with the requirements of the construction codes, including the requirements of the Building Code \n\t\t\t\t\t\t\t\t\t\t\t\t\tfor a Group F-1 occupancy.","path":["New York City Administrative Code","Title 29","Chapter 2: New York City Fire Code"],"source_url":"https://files.amlegal.com/pdffiles/NewYorkCity/Admin/XML.zip","current_through":"Local Law 2026/135 (enacted August 31, 2026)","vintage":"","retrieved_at":"2026-09-06T02:48:57Z","sha256":"3021958807bfde651e5d43e58670635c873b530b6c144be5ddc74a8e03180027","source_id":"us-nyc","stale":true,"prev":"us-nyc/n.y.c.-admin.-code-fc-2003","next":"us-nyc/n.y.c.-admin.-code-fc-2005"},"notice":"GroundRules: Original legal text.
