Code § FC 2903","heading":"Section FC 2903: General Precautions","body":"2903.1 Building design.\n\nManufacturing of organic coatings shall be conducted only in buildings or structures that do not have pits, basements or other areas below grade.\n\n2903.2 Location.\n\nOrganic coating manufacturing operations and operations incidental to or connected with organic coating manufacturing shall not be located in buildings having other occupancies.\n\n2903.2.1 Location restrictions.\n\nIt shall be unlawful to manufacture organic coatings in any building that is located within 50 feet (15 240 mm) of a building occupied as a multiple dwelling, school, hospital, theater, or other place of assembly.\n\n2903.3 Firefighting access.\n\nOrganic coating manufacturing operations shall be accessible from at least one side for the purpose of fire control. Approved aisles shall be maintained for the unobstructed movement of personnel and fire suppression equipment.\n\n2903.4 Fire protection systems.\n\nIt shall be unlawful to manufacture an organic coating in any building unless the building is protected throughout by a fire extinguishing system. Fire protection systems shall be designed, installed, operated and maintained, including performing all required tests and inspections, in accordance with FC Chapter 9 and the Building Code.\n\n2903.5 Portable fire extinguishers.\n\nA minimum of one portable fire extinguisher complying with the requirements of FC 906 for extra hazard shall be provided in organic coating areas.\n\n2903.6 Open flames.\n\nOpen flames and open-flame devices are prohibited in areas where flammable vapor-air mixtures exist.\n\n2903.7 Smoking.\n\nIt shall be unlawful to smoke in any organic coating manufacturing facility.\n\n2903.8 Power equipment.\n\nPower-operated equipment and industrial trucks shall be of a type approved for the location.\n\n2903.9 Tank maintenance.\n\nThe cleaning of tanks that have contained flammable or combustible liquids shall be performed under the supervision of a person trained in and knowledgeable about the fire and explosion potential.\n\n2903.9.1 Repairs.\n\nWhere necessary to make repairs involving hot work, the work shall be conducted in accordance with FC Chapter 35.\n\n2903.9.2 Reserved.\n\n2903.10 Drainage.\n\nDrainage shall be provided to direct flammable and combustible liquid leakage and fire protection water to an approved location away from the building, any other structure, storage area or adjoining premises.\n\n2903.11 Alarm system.\n\nAn approved fire alarm system shall be provided in accordance with the construction codes, including the Building Code.","path":["New York City Administrative Code","Title 29","Chapter 2: New York City Fire Code"],"source_url":"https://files.amlegal.com/pdffiles/NewYorkCity/Admin/XML.zip","current_through":"Local Law 2026/135 (enacted August 31, 2026)","vintage":"","retrieved_at":"2026-09-06T02:48:57Z","sha256":"475a09779126ce8df9c498c0d8bcc0de08230ac0be28281c170b7cab3d446010","source_id":"us-nyc","stale":true,"prev":"us-nyc/n.y.c.-admin.-code-fc-2902","next":"us-nyc/n.y.c.-admin.-code-fc-2904"},"notice":"GroundRules: Original legal text.
