Section 3 of Local Law 12 of 1992 is amended to read as follows:\n\n§ 3. This local law shall take effect [one hundred eighty days after its enactment] on November 1, 1992. Actions necessary to prepare for the implementation of this local law may be taken prior to its effective date.\n\n§ 2.
