Section 12 of local law 89 of 1989 is amended to read as follows:\n\n§ 12. This local law shall take effect immediately, except that section eight hereof shall take effect ninety days after enactment, and this local law shall expire [four years from the date of enactment] December 31, 1993.\n\n§ 2.
