Notwithstanding any other provision of law, an employer shall not be subject to a civil penalty for any violation of chapter 9 of title 20 of the administrative code of the city of New York, or any rule promulgated thereunder, if such violation occurs before July 1, 2016.\n\n§ 3. This local law shall take effect January 1, 2016, provided that (i) the commissioner of consumer affairs shall, prior to the effective date of this local law, promulgate such rules, and take such other steps, as may be necessary to effectuate the provisions of this local law on its effective date and (ii) in the event qualified transportation benefits are no longer permitted to be excluded from an employee's gross income for federal income tax purposes and from an employer's wages for federal payroll tax purposes, this local law shall no longer be effective.","path":["New York City Administrative Code","2014"],"source_url":"https://files.amlegal.com/pdffiles/NewYorkCity/Admin/XML.zip","current_through":"Local Law 2026/135 (enacted August 31, 2026)","vintage":"","retrieved_at":"2026-09-06T02:48:57Z","sha256":"c547fe40c364e2f73ddccfe54efec0a7e5473af10ca37ccb4610327a61c93043","source_id":"us-nyc","stale":false,"prev":"us-nyc/n.y.c.-admin.-code-l.l.-2014-052","next":"us-nyc/n.y.c.-admin.-code-l.l.-2014-055"},"notice":"GroundRules: Original legal text.
