Code § PC 1302","heading":"Section PC 1302: On-Site Nonpotable Water Reuse Systems","body":"1302.1 General.\n\nThe provisions of Section \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t1302\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t shall govern the construction, installation, alteration and repair of on-site nonpotable water reuse systems for the collection, storage, treatment conveyance and application of on-site sources of nonpotable water as permitted by the \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\tNew York City Construction Codes\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t, and all applicable laws, and rules, including but not limited to those of the Department of Environmental Protection and the Department of Health and Mental Hygiene.\n\n1302.2 Sources.\n\nOn-site nonpotable water reuse systems shall be permitted to collect waste discharge from only the allowed sources as established by the Department of Health and Mental Hygiene.\n\n1302.3 Traps.\n\nTraps serving fixtures and devices discharging waste water to on-site nonpotable water reuse systems shall comply with Section 1002.4.\n\n1302.4 Collection pipe.\n\nOn-site nonpotable water reuse systems shall utilize drainage piping approved for use in plumbing drainage systems to collect and convey untreated water for reuse. Vent piping approved\n\t\t\t\t\t\t\t\t\t\t\t\t\t \n\t\t\t\t\t\t\t\t\t\t\t\t\tfor use in plumbing venting systems shall be utilized for vents in the nonpotable system. Collection and vent piping materials shall comply with Section \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t702\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t, \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\tTable 702.1\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t and \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\tTable 702.2\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t.\n\n1302.4.1 Installation.\n\nCollection piping conveying untreated water for reuse shall be installed in accordance with Section \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t704\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t.\n\n1302.4.2 Joints.\n\nCollection piping conveying untreated water for reuse shall utilize joints approved\n\t\t\t\t\t\t\t\t\t\t\t\t\t \n\t\t\t\t\t\t\t\t\t\t\t\t\tfor use with the conveyance piping and appropriate for the intended applications as specified in Section \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t705\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t.\n\n1302.4.3 Size.\n\nCollection piping conveying untreated water for reuse shall be sized in accordance with drainage sizing requirements specified in Section \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t710\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t.\n\n1302.4.4 Labeling and marking.\n\nAdditional marking of collection piping containing untreated water for reuse shall be identified in accordance with Section 704.7.\n\n1302.5 Filtration.\n\nUntreated water collected for reuse shall be filtered as required for the intended nonpotable end use as established by the Department of Health and Mental Hygiene. Filters shall be accessible for inspection and maintenance. Filters shall utilize a pressure gauge or other approved method to provide indication when a filter requires servicing or replacement. Filters shall be installed with shutoff valves immediately upstream and downstream to allow for isolation during maintenance.\n\n1302.5.1 Filtration required.\n\nNonpotable water utilized for water closet and urinal flushing applications shall be filtered by a 100-micron or finer filter.\n\n1302.6 Disinfection and treatment.\n\nUntreated water collected for reuse shall be disinfected and treated as required for the intended nonpotable end use as established by the Department of Health and Mental Hygiene.\n\n1302.7 Storage tanks.\n\nStorage tanks utilized in on-site nonpotable water reuse systems shall comply with Sections 1301.9 and 1302.7.1 through 1302.7.4.\n\n1302.7.1 Location.\n\nStorage tanks shall be located with a minimum horizontal distance between various elements as indicated in \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\tTable 1302.7.1\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t.\n\nTable 1302.7.1 Location of Nonpotable Water Reuse SI: 1 foot = 304.8 mm.\n\n1302.7.2 Design and construction.\n\nStorage tanks shall be designed and constructed in accordance with \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\tChapters 16\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t through \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t22\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t of the \n\t\t\t\t\t\t\t\t\t\t\t\t\tNew York City Building Code \n\t\t\t\t\t\t\t\t\t\t\t\t\tand in accordance with the following standards, as appropriate for the material of the storage tank: AWWA D100, AWWA D115, AWWA D120, UL 58, UL 1746, UL 1316, UL 142, API 12F or API 12D.\n\n1302.7.3 Inlets.\n\nStorage tank inlets shall be designed to introduce collected water into the tank with minimum turbulence, and shall be located and designed to avoid agitating the contents of the storage tank.\n\n1302.7.4 Outlets.\n\nOutlets shall be located not less than 4 inches (102 mm) above the bottom of the storage tank and shall not skim water from the surface.\n\n1302.8 Valves.\n\nValves shall be provided in accordance with Sections 1302.8.1 through 1302.8.3.\n\n1302.8.1 Collection piping bypass valve.\n\nOne full-size three-way diverter valve shall be installed on collection piping upstream of each storage tank, or drainfield, as applicable, to divert untreated on-site reuse sources to the sanitary sewer\n\t\t\t\t\t\t\t\t\t\t\t\t\t \n\t\t\t\t\t\t\t\t\t\t\t\t\tto allow servicing and inspection of the system. Bypass valves shall be installed downstream of fixture traps and vent connections. Bypass valves shall be marked to indicate the direction of flow, connection and storage tank or drainfield connection. Bypass valves shall be installed in accessible locations. Two shutoff valves shall not be installed to serve as a bypass valve.\n\n1302.8.2 Backwater valve.\n\nOne or more backwater valves shall be installed on each overflow and tank drain pipe. Backwater valves shall be in accordance with Section \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t715\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t.\n\n1302.8.3 Conveyance piping bypass valve.\n\nOne full-size three-way diverter valve shall be installed on the conveyance piping system upstream and downstream of all treated storage tanks, as applicable, to divert treated on-site nonpotable reuse water to the sanitary sewer to allow system testing, commissioning and bypass conditions.\n\n1302.9 Pumping and control system.\n\nMechanical equipment including pumps, valves and filters shall be easily accessible and removable in order to perform repair, maintenance and cleaning. The minimum flow rate and flow pressure delivered by the pumping system shall be appropriate for the application and in accordance with Section \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t604\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t.\n\n1302.10 Water pressure-reducing valve or regulator.\n\nWhere the water pressure supplied by the pumping system exceeds 85 psi (587 kPa) static, a pressure-reducing valve shall be installed to reduce the pressure in the nonpotable water conveyance system piping to 85 psi (587 kPa) static or less. Pressure-reducing valves shall be specified and installed in accordance with Section 604.8.\n\n1302.11 Conveyance pipe.\n\nConveyance piping utilized in on-site nonpotable water reuse systems shall comply with Sections 1302.11.1 through 1302.11.3.\n\nException: \n\t\t\t\t\t\t\t\t\t\t\t\t\tIrrigation piping located outside of the building and downstream of a backflow preventer.\n\n1302.11.1 Materials, joints and connections.\n\nConveyance piping shall conform to the standards and requirements specified in Section 1301.6.\n\n1302.11.2 Design.\n\nOn-site nonpotable water reuse conveyance piping systems shall be designed and sized in accordance with Section \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t604\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t for the intended application.\n\n1302.11.3 Marking.\n\nOn-site nonpotable water conveyance piping labeling and marking shall comply with Section 1301.6.\n\n1302.12 Tests and inspections.\n\nTests and inspections shall be performed in accordance with Sections \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t108\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t, \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t312\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t, and Sections 1302.12.1 through 1302.12.7. Special inspections of the nonpotable water systems shall be conducted in accordance with \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\tChapter 17\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t of the \n\t\t\t\t\t\t\t\t\t\t\t\t\tNew York City Building Code\n\t\t\t\t\t\t\t\t\t\t\t\t\t.\n\n1302.12.1 Collection pipe and vent test.\n\nDrain, waste and vent piping used for on-site water reuse systems shall be tested in accordance with Section \n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t312\n\t\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t.\n\n1302.12.2 Storage tank test.\n\nStorage tanks shall be tested in accordance with Section 1301.9.11.\n\n1302.12.3 Water supply system test.\n\nThe testing of makeup water supply piping and conveyance piping shall be conducted in accordance with Section 312.5.\n\n1302.12.4 Inspection and testing of backflow prevention assemblies.\n\nThe testing of backflow preventers and backwater valves shall be conducted in accordance with Section 312.10.\n\n1302.12.5 Inspection of vermin and insect protection.\n\nInlets and vents to the system shall be inspected to verify that each is protected to prevent the entrance of insects and vermin into the storage tank and piping systems in accordance with Section 1301.7.\n\n1302.12.6 Water quality test.\n\nWater quality testing and monitoring shall be conducted in accordance with requirements of the Department of Health and Mental Hygiene.\n\n1302.12.7 Inspection and testing of cross connection control.\n\nCross connection control inspection and testing shall be conducted in accordance with the requirements of the Department of Health and Mental Hygiene.\n\n1302.13 Operation and maintenance manuals.\n\nOperation and maintenance materials shall be supplied with nonpotable on-site water reuse systems in accordance with Sections 1302.13.1 through 1302.13.4 and in accordance with the requirements of the Department of Health and Mental Hygiene.\n\n1302.13.1 Manual.\n\nA detailed operations and maintenance manual shall be supplied in hardcopy form with all systems\n\t\t\t\t\t\t\t\t\t\t\t\t\t.\n\n1302.13.2 Schematics.\n\nThe manual shall include a detailed system schematic, and the locations and a list of all system components, including manufacturer and model number.\n\n1302.13.3 Maintenance procedures.\n\nThe manual shall provide a schedule and procedures for all system components requiring periodic maintenance. Consumable parts, including filters, shall be noted along with part numbers.\n\n1302.13.4 Operations procedures.\n\nThe manual shall include system startup and shutdown procedures.
