Code § 4909.32","heading":"Commission may fix joint rate.","body":"Whenever railroads refuse or neglect to establish a joint rate for the transportation of persons or property, the public utilities commission may, upon notice to the railroads and after opportunity to be heard, fix and establish such joint rate.
