There is hereby created a State Postadjudication Review\n\nAdvisory Board which shall meet at least twice each calendar year.\n\nThe Advisory Board shall have the duty of overseeing the\n\nimplementation of the state postadjudication review program in\n\ncoordination with the Oklahoma Commission on Children and Youth.\n\nB. The Advisory Board shall consist of twenty-one (21) members\n\nappointed by the Governor as follows:\n\n1. Eight of the members shall be members of the various review\n\nboards throughout the state;\n\n2. Five of the members shall be judges of the district court;\n\n3. Five of the members shall represent the general public and\n\nmay be foster parents;\n\n4. One of the members appointed after the effective date of\n\nthis act shall be a foster parent representing foster parents who\n\nhave a current contract with the Department of Human Services to\n\nprovide foster care services;\n\n5. One of the members appointed after the effective date of\n\nthis act shall be a foster parent representing child-placing\n\nagencies which have current contracts with the Department to provide\n\nfoster care services; and\n\n6. One of the members appointed after the effective date of\n\nthis act shall be a foster parent nominated by any local or\n\nstatewide foster parent association.\n\nThe members shall serve at the pleasure of the Governor. The\n\nadministrative heads of the divisions which have foster care\n\nresponsibilities within the Department of Human Services and the\n\nOffice of Juvenile Affairs or their designees shall serve as ex\n\nofficio members of the Board.\n\nC. The Director of the Oklahoma Commission on Children and\n\nYouth shall be the clerk of the Advisory Board.\n\nThe Advisory Board shall have the duty to:\n\n1. Assist in the training of the members of the review boards;\n\n2. Serve, in coordination with the Oklahoma Commission on\n\nChildren and Youth, as a clearinghouse for reports and information\n\nconcerning the foster care review program and the review boards as\n\nthey relate to foster care;\n\n3. Make recommendations to the courts, the Oklahoma Commission\n\non Children and Youth, the Governor, the Legislature, the Department\n\nof Human Services, the Office of Juvenile Affairs, and other state\n\nagencies providing services to children regarding proposed statutory\n\nrevisions, and amendments to court rules and procedures, and review\n\nand make recommendations on permanency planning, foster care and\n\nchild welfare service delivery policies, guidelines, and procedures;\n\n4. Work with both public and private agencies concerned with\n\nfoster care and adoption exchanges to inform the public of the need\n\nfor temporary and permanent homes and other services needed by\n\ndeprived children; and\n\n5. Specifically:\n\na. identify, analyze, and recommend solutions to any\n\nissue concerning child welfare and foster care\n\nservices within the child welfare delivery system,\n\nb. participate in the statewide planning and promotion of\n\nfoster parent involvement in local planning for child\n\nwelfare services, and\n\nc. develop recommendations concerning foster care\n\ntraining to improve the quality of foster care\n\nservices.\n\nD. The State Postadjudication Review Advisory Board may\n\ndesignate multidisciplinary committees on the local level to act as\n\nadvocates for foster parents in order to assist in the resolution of\n\nspecific complaints concerning foster care and to help facilitate\n\nthe relationship between the Department of Human Services, the\n\nOffice of Juvenile Affairs, child-placing agencies, and the foster\n\nparents.\n\nE. The Oklahoma Commission on Children and Youth, with the\n\nassistance of the State Postadjudication Review Advisory Board,\n\nshall be responsible for developing and administering training\n\nprocedures and rules for the administration of the state\n\npostadjudication review board system.\n\nF. The State Postadjudication Review Advisory Board shall\nfairs, child-placing agencies, and the foster\n\nparents.\n\nE. The Oklahoma Commission on Children and Youth, with the\n\nassistance of the State Postadjudication Review Advisory Board,\n\nshall be responsible for developing and administering training\n\nprocedures and rules for the administration of the state\n\npostadjudication review board system.\n\nF. The State Postadjudication Review Advisory Board shall\n\nsubmit a report of the activities of the review boards, including\n\nthe findings and recommendations of such review boards, to the\n\nOklahoma Commission on Children and Youth on or before May 1 of each\n\nyear. The report shall include, but not be limited to, the\n\nfollowing:\n\n1. The location of each review board;\n\n2. The names of the members of each board;\n\n3. The number of cases reviewed by each board; and\n\n4. The recommendation categories made by each board.\n\nG.
