There is hereby created a State Postadjudication Review\n\nAdvisory Board which shall meet at least twice each calendar year.\n\nThe Advisory Board shall have the duty of overseeing implementation\n\nof the postadjudication review program in coordination with the\n\nOklahoma Commission on Children and Youth.\n\nB. The Advisory Board shall consist of twenty-one (21) members\n\nappointed by the Governor as follows:\n\n1. Eight of the members shall be members of the various review\n\nboards throughout the state;\n\n2. Five of the members shall be judges of the district court;\n\n3. Five of the members shall represent the general public and\n\nmay be foster parents;\n\n4. One of the members shall be a foster parent representing\n\nfoster parents who have a current contract with the Department of\n\nHuman Services to provide foster care services;\n\n5. One of the members shall be a foster parent representing\n\nchild-placing agencies which have current contracts with the\n\nDepartment to provide foster care services; and\n\n6. One of the members shall be a foster parent nominated by any\n\nlocal or statewide foster parent association.\n\nThe members shall serve at the pleasure of the Governor. The\n\nadministrative heads of the divisions which have foster care\n\nresponsibilities within the Department of Human Services and the\n\nOffice of Juvenile Affairs or their designees shall serve as ex\n\nofficio members of the Board.\n\nC. The Director of the Oklahoma Commission on Children and\n\nYouth shall make staff support available to the Advisory Board.\n\nThe Advisory Board shall have the duty to:\n\n1. Assist in the training of the members of the review boards;\n\n2. Serve, in coordination with the Commission, as a\n\nclearinghouse for information concerning the review boards as they\n\nrelate to the foster care system;\n\n3. Make recommendations to the courts, the Commission, the\n\nGovernor, the Legislature, the Department of Human Services, the\n\nOffice of Juvenile Affairs, and other state agencies providing\n\nservices to children regarding proposed statutory revisions and\n\namendments to court rules and procedures, and review and make\n\nrecommendations on permanency planning, foster care and child\n\nwelfare service delivery policies, guidelines, and procedures;\n\n4. Work with both public and private foster care and adoption\n\nagencies to inform the public of the need for temporary and\n\npermanent homes and other services for deprived children; and\n\n5. Review and make recommendations specifically related to\n\nfoster care and permanency planning and on any other aspect of the\n\nchild welfare system it deems necessary.\n\nD. The Commission, with the assistance of the Advisory Board,\n\nshall be responsible for developing and providing the necessary\n\ntraining for members of the postadjudication review boards.\n\nE. The Advisory Board shall submit a report of the activities,\n\nfindings and recommendations of the review boards to the Commission\n\non or before May 1 of each year.\n\nF.
