Stat. tit. 10, § 10-1411.1","heading":"Developmental Disabilities Services Division - Periodic","body":"reports.\n\nA. Beginning January 1, 1999, and on January 1 each year\n\nthereafter, the Department of Human Services shall submit to the\n\nGovernor and the Legislature an annual report of the administrative\n\nactivities of the Developmental Disabilities Services Division. The\n\nreport shall include a clear and complete description of the\n\nadministrative procedures utilized by the Developmental Disabilities\n\nServices Division including, but not limited to:\n\n1. Accounting and budgeting practices;\n\n2. Client statistical data gathering and management;\n\n3. Data processing procedures;\n\n4. Development and maintenance of program service plans;\n\n5. Provide contracting and evaluation procedures;\n\n6. Incorporation of advisory committee assessment\n\nrecommendations; and\n\n7. Any other area of activity that is not related to direct\n\ndelivery of services to applicants and clients.\n\nB. The report shall also include, but not be limited to,\n\nprevious year performance data on:\n\n1. The number of clients:\n\na. who applied for service,\n\nb. accepted for service,\n\nc. for whom plans for service were approved or denied,\n\nd. receiving services by classification of service\n\nobjective, and\n\ne. who were provided a type of service that differed from\n\nthe objective contained in the client's service plan;\n\n2. The cost of services;\n\n3. The total cost for clients who received services;\n\n4. The average cost and percentile cost distribution of\n\npurchased services for all clients served; and\n\n5. a. The average cost for all clients who received:\n\n(1) at least eight hours of care,\n\n(2) between eight and sixteen hours of care, and\n\n(3) between sixteen and twenty-four hours of care.\n\nb. In determining such averages, the Department shall\n\ninclude, but not be limited to, the following costs:\n\n(1) laboratory and x-ray services,\n\n(2) dental services,\n\n(3) occupational therapy,\n\n(4) speech therapy,\n\n(5) physical therapy,\n\n(6) doctor services,\n\n(7) nursing services,\n\n(8) hospitalization,\n\n(9) optometry services,\n\n(10) housing services,\n\n(11) utilities,\n\n(12) food,\n\n(13) transportation,\n\n(14) clothing, and\n\n(15) administrative costs of providing such services.\n\nC. Beginning January 1, 1999, and on or before January 1 each\n\nyear thereafter, the Department shall prepare a report outlining the\n\nDepartment's two-year plan for providing individualized services to\n\nclients with developmental disabilities. The report shall include\n\nany new federal mandates and an estimate of any costs associated\n\nwith such mandates, and recommendations for any needed statutory or\n\nconstitutional changes. The Commission for Human Services shall\n\nreview, amend if necessary and approve the report.
