The Department of Human Services shall develop rules\n\nestablishing minimum standards for group homes. These standards, at\n\nminimum, shall regulate:\n\n1. Location and construction of the home, including plumbing,\n\nheating, lighting, ventilation, and other physical conditions which\n\nshall ensure the health, safety, and comfort of residents and\n\nprotection from fire hazards;\n\n2. All sanitary conditions within the group home and its\n\nsurroundings, including water supply, sewage disposal, food\n\nhandling, and general hygiene, which shall ensure the health and\n\ncomfort of residents;\n\n3. Number and qualifications of all personnel, including\n\nmanagement and supervisory, direct care, specialized professional or\n\nparaprofessional and other personnel, having responsibility for any\n\npart of the care given to residents. The Department of Human\n\nServices shall establish staffing requirements for homes which shall\n\nspecify the supervision, continuing education, and training\n\nrequirements that are needed for care of the residents of the\n\nvarious types of group homes;\n\n4. An individualized written plan for the training,\n\nhabilitation or rehabilitation for each resident of the group home\n\nspecifying the training, habilitation or rehabilitation outcomes and\n\nactivities for the resident. The plan shall be prepared by the team\n\nof the resident;\n\n5. Competency-based training for the safe administration of\n\nmedication and the provision of health-related services, as defined\n\nin Section 1020 of Title 56 of the Oklahoma Statutes, to residents;\n\n6. Accountability for the management and safekeeping of any\n\nfunds of the resident which the group home manages; and\n\n7. Conditions and procedures for the involuntary transfer or\n\ndischarge of a resident from a group home.\n\nB.
