No child care facility may be operated or maintained in this\n\nstate, unless licensed or temporarily authorized by the Department\n\nof Human Services, except for the shelters certified by the Office\n\nof Juvenile Affairs pursuant to Section 2-7-202 of Title 10A of the\n\nOklahoma Statutes; No new child care facility may be established\n\nwithout the prior approval of the Department, which shall be granted\n\nonly after the Department is satisfied that the facility will meet\n\nminimum standards for a license to operate.\n\nB. The Department shall not grant approval for a permit, or a\n\nlicense for a new child care facility to receive and care for\n\nchildren until:\n\n1. All background investigation requirements are met pursuant\n\nto Section 404.1 of this title; and\n\n2. All required training including, but not limited to,\n\ncardiopulmonary resuscitation (CPR), first aid, health and safety\n\ntraining, and minimum education requirements pursuant to licensing\n\nrequirements have been completed for any person left alone with\n\nchildren.\n\nC. The incorporation or domestication of a corporation\n\norganized for the purpose of operating a child care facility shall\n\nnot exempt such corporation from compliance with the provisions of\n\nSections 401 through 418 of this title.\n\nD. An application for a license shall be made on forms provided\n\nby the Department and in the manner prescribed. Temporary\n\nauthorization may be granted to allow the Department to investigate\n\nthe activities and standards of care of the applicant. The\n\nDepartment may issue a license once it is satisfied that the\n\napplicant meets the requirements as provided in Sections 401 through\n\n418 of this title.
