Stat. tit. 10, § 10-418","heading":"Authority to obtain evidence - Administration of oaths","body":"When conducting investigations of complaints as provided in this\n\narticle, the Department of Public Welfare shall have the power to\n\nsummon any person to appear and produce such books and papers as\n\nshall be designated in the summons, and to give testimony under oath\n\nconcerning the matter and institution under investigation.
