Stat. tit. 10, § 10-440","heading":"Office of Child Care - Establishment - Qualification for","body":"federal child care and development block grant funds - Duties.\n\nThere is hereby established within the Department of Human\n\nServices the Office of Child Care. The Office of Child Care shall:\n\n1. Develop a state child care plan to qualify for federal child\n\ncare and development block grant funds.\n\nSuch plan shall:\n\na. Provide to the maximum extent practicable that parents\n\nor guardians of each eligible child be given the\n\noption to enroll such child with a child care provider\n\nthat has a grant or contract for the provision of\n\nchild care services with the Department of Human\n\nServices, which is selected by the parent or guardian,\n\nor to receive a child care certificate, as defined in\n\nChapter 6 of the Omnibus Budget Reconciliation Act of\n\n1990, of value commensurate with the subsidy value of\n\nchild care services provided through contract or\n\ngrant;\n\nb. Provide that nothing in the plan shall preclude the\n\nuse of child care certificates for sectarian child\n\ncare services if freely chosen by the parents;\n\n2. Oversee distribution of state and federal funds related to\n\nchild care;\n\n3. Provide technical assistance to employers who are interested\n\nin exploring child care benefits and community child care needs;\n\n4. Assist the Oklahoma Department of Commerce in promoting\n\nOklahoma as a state that cares about families and children;\n\n5. Address barriers that limit the availability of care for\n\nchildren with handicaps, infants, school-age children and children\n\nwhose parents work nontraditional hours;\n\n6. Provide oversight, training and technical assistance to\n\nresource and referral programs;\n\n7. Coordinate the provision of training statewide for child\n\ncare providers;\n\n8. Increase community awareness of the need for quality child\n\ncare which is both available and affordable;\n\n9. Serve as a clearinghouse for child care data, resources and\n\ninitiatives;\n\n10. Cooperate with the Office of Management and Enterprise\n\nServices regarding child care benefits for state employees; and\n\n11.
