There is hereby created in the State Treasury a fund for the\n\nOklahoma Commission on Children and Youth to be designated the\n\n“Children’s Endowment Fund of Oklahoma”. The fund shall be a\n\ncontinuing fund, not subject to fiscal year limitations, and shall\n\nconsist of all monies received through donations or interest earned\n\nby investment of monies in the fund. The fund shall be invested by\n\nthe State Treasurer in accordance with Section 89.2 of Title 62 of\n\nthe Oklahoma Statutes.\n\nB. Funds deposited into the Children’s Endowment Fund of\n\nOklahoma and any earnings therefrom, including any interest,\n\ndividends or realized capital gains from investment of monies in the\n\nfund, shall be administered by the Oklahoma Commission on Children\n\nand Youth, which is authorized to award grants to further the public\n\npurpose of stimulating a broad range of innovative programs,\n\nactivities or research or evaluation that will improve the well-\n\nbeing and reduce the adverse childhood experiences of Oklahoma’s\n\nchildren. The funds shall not be used to expand existing services\n\nor to support ongoing core services. The Commission may also direct\n\nthe State Treasurer to reinvest any earnings into the corpus of the\n\nfund.\n\nC. The Oklahoma Commission on Children and Youth shall\n\npromulgate rules to:\n\n1. Establish a Parent Partnership Board for the purpose of\n\ninforming the work of Oklahoma’s child-serving systems, assisting\n\nmembers of the Commission and their respective entities with areas\n\nof concern, supporting the Commission in the process of developing\n\nand awarding grants supported by the Children’s Endowment Fund of\n\nOklahoma, and other activities upon request; and\n\n2. Establish criteria and procedures for awarding grants.\n\nD. The Oklahoma Commission on Children and Youth may use up to\n\nten percent (10%) of the funds deposited in the Children’s Endowment\n\nFund of Oklahoma in any given fiscal year to provide administration,\n\noversight, training or evaluation of the grantees or the Parent\n\nPartnership Board.\n\nE. Monies from the fund may be expended by the Oklahoma\n\nCommission on Children and Youth in accordance with the provisions\n\nof this section upon warrants issued by the State Treasurer against\n\nclaims filed as prescribed by law with the Director of the Office of\n\nManagement and Enterprise Services for approval and payment.\n\nF.
