There is hereby created the Children of Incarcerated Parents\n\nTask Force to recommend to the Legislature and other policymakers\n\nmeasures that promote the safety and well-being of children whose\n\nparents are incarcerated.\n\nB. The task force shall be composed of twenty-one (21) members\n\nas follows:\n\n1. The Director of the Department of Human Services, or\n\ndesignee;\n\n2. The Executive Director of the Office of Juvenile Affairs, or\n\ndesignee;\n\n3. The State Commissioner of Health, or designee;\n\n4. The Commissioner of Mental Health and Substance Abuse\n\nServices, or designee;\n\n5. The Director of the Department of Corrections, or designee;\n\n6. The State Superintendent of Public Instruction, or designee;\n\n7. The Director of the Oklahoma Commission on Children and\n\nYouth, or designee;\n\n8. The Executive Director of the District Attorneys Council, or\n\ndesignee;\n\n9. A judge with experience in both criminal and juvenile\n\nproceedings to be appointed by the President Pro Tempore of the\n\nSenate;\n\n10. A representative of an association of sheriffs or police\n\nchiefs in the state to be appointed by the President Pro Tempore of\n\nthe Senate;\n\n11. A representative of a program in the eastern part of the\n\nstate that provides girls an opportunity to visit their incarcerated\n\nmothers and to participate in mother-daughter meetings to be\n\nappointed by the Speaker of the House of Representatives;\n\n12. A member of the State Post Adjudication Review Board to be\n\nappointed by the Speaker of the House of Representatives;\n\n13. A representative of the Department of Commerce to be\n\nappointed by the Governor;\n\n14. A representative from the University of Oklahoma with\n\nexpertise in the area of incarcerated individuals and their children\n\nto be appointed by the President Pro Tempore of the Senate;\n\n15. A representative from Oklahoma State University with\n\nexpertise in the area of incarcerated individuals and their children\n\nto be appointed by the Speaker of the House of Representatives;\n\n16. A representative of a community planning agency from the\n\nnortheast quadrant of the state to be appointed by the President Pro\n\nTempore of the Senate;\n\n17. A representative of the faith community to be appointed by\n\nthe Speaker of the House of Representatives;\n\n18. A mother who was incarcerated at a time when she had a\n\nyoung child to be appointed by the Speaker of the House of\n\nRepresentatives;\n\n19. A parent who has been incarcerated to be appointed by the\n\nSpeaker of the House of Representatives;\n\n20. A representative of an Indian tribe to be appointed by the\n\nGovernor; and\n\n21. A representative of the Governor’s office to be appointed\n\nby the Governor.\n\nC. Members of the Task Force shall serve at the pleasure of the\n\nappointing authority. Vacancies in a position shall be filled in\n\nthe same manner as the original appointment.\n\nD. The task force shall have seven subcommittees as follows:\n\n1. Safety protocols;\n\n2. Data collection;\n\n3. Outreach and education;\n\n4. Economic supports;\n\n5. Research;\n\n6. Resource clearinghouse; and\n\n7. Review of existing legislation affecting children of\n\nincarcerated parents.\n\nE. The task force shall submit to the Governor, the President\n\nPro Tempore of the Senate, and the Speaker of the House of\n\nRepresentatives a report no later than January 1, 2012, that\n\nidentifies services to children of incarcerated parents that promote\n\ntheir safety and well-being. The task force shall terminate by\n\noperation of law on February 1, 2012.\n\nF. The report by the task force shall reflect the goals,\n\noutcomes, and recommendations of the seven subcommittees established\n\nin subsection D of this section.\n\nG. The Task Force shall hold an organizational meeting not\n\nlater than September 1, 2011. The task force shall elect a chair\n\nand vice-chair at the first meeting. The task force shall meet at\n\nleast once monthly.\n\nH.
