The departments that provide home-visiting services may\n\nadopt and promulgate rules by which the home-visiting program shall\n\noperate.\n\nB. The departments shall provide a framework for service\n\ndelivery and accountability across all home-visiting programs to\n\npromote a continuum of care that targets families at the greatest\n\nrisk for experiencing adverse childhood outcomes.\n\nC. A home-visiting program shall provide face-to-face visits by\n\nspecially trained parent educators to provide home-based family\n\nsupport services.\n\nD. The departments shall ensure home-visiting programs work in\n\npartnership to serve children, thereby maximizing the opportunities\n\nfor families to receive services that best fit their needs.\n\nE. A home-visiting program shall achieve two or more of the\n\nfollowing:\n\n1. Improve prenatal, maternal, infant or child health outcomes,\n\nincluding, but not limited to, indicators such as preterm birth\n\nrates, substance abuse and tobacco use;\n\n2. Reduce entry into the child welfare system;\n\n3. Improve positive parenting and relationship skills;\n\n4. Improve parental self-sufficiency, including increased\n\nemployment and educational attainment;\n\n5. Improve children's readiness to succeed in school; and\n\n6. Improve children's social-emotional, cognitive and language\n\nand physical development, including efforts at early identification\n\nof delays.\n\nF. The departments shall work with community partners,\n\nresearchers, model developers, program providers and interested\n\nprivate entities to develop processes that provide for a greater\n\nability to collaborate, as well as share best practices and\n\ninformation as necessary and appropriate.\n\nG. When the departments authorize funds through payments,\n\ncontracts or grants that are used for home-visiting programs, they\n\nshall include language regarding home visiting in the funding\n\nagreement contract or grant that is consistent with the provisions\n\nof the Family Support Accountability Act.\n\nH. State and local agencies administering home-visiting\n\nprograms as defined in this act, providers of home-visiting services\n\nand experts in home-visiting program evaluation shall collaborate\n\nwith the Early Childhood Advisory Council created in Section 640.1\n\nof Title 10 of the Oklahoma Statutes to:\n\n1. Jointly develop an outcomes measurement plan which includes\n\nindicators related to the objectives established in subsection E of\n\nthis section in order to monitor outcomes for children and families\n\nreceiving home-visiting programs and determine the efficiency of\n\nagency program implementation;\n\n2. Complete and submit the outcomes measurement plan for state-\n\nfunded home-visiting programs by January 1, 2016, to the Governor,\n\nthe Legislature, the Oklahoma Commission on Children and Youth and\n\nthe Early Childhood Advisory Council and complete and submit an\n\nupdated plan every subsequent five (5) years; and\n\n3. Develop a process for collecting and reporting outcomes\n\nmeasures to maintain privacy and security.\n\nI. Beginning December 1, 2017, and annually thereafter, the\n\ndepartments shall allocate resources to collaborate with the Early\n\nChildhood Advisory Council to submit an annual outcomes report to\n\nthe Governor and the Legislature.\n\nJ. The annual outcomes report shall include:\n\n1. Achieved outcomes as agreed upon and described in the\n\npreviously submitted outcomes measurement plan pursuant to\n\nsubsection H of this section for all state-funded family support\n\nprograms;\n\n2. Combined program data regarding:\n\na. the cost per family served,\n\nb. the number of families served,\n\nc. demographic data on families served, and\n\nd. the number and type of programs that the departments\n\nhave funded; and\n\n3.
