The purpose of this act is to ensure efficient, cost\n\neffective delivery of state services and accountability in the\n\ndelivery of state services to children and their families through\n\nthe establishment of uniform administrative rules governing the\n\nmaintenance, transfer and release of confidential information\n\nbetween public and private agencies that provide services to\n\nchildren and their families in order to:\n\n1. Facilitate access to health, mental health, social and\n\nrelated services that are made available through state and federal\n\nfunds for children and families;\n\n2. Remove unnecessary and cumbersome impediments to the\n\ndelivery of such services; and\n\n3. Better provide for the expeditious, coordinated and\n\ncooperative delivery of services by establishing a uniform system of\n\nrules, procedures and forms for the maintenance, transfer and\n\nrelease of confidential information to be used by state, county and\n\nprivate agencies, boards of education, and technology center\n\ndistricts, pursuant to the provisions of this act.\n\nB. For the purpose of this act, \"confidential information\"\n\nmeans any information regarding a child receiving services supported\n\nin whole or in part by state or federal funds, a family member of\n\nsuch child, or other persons residing in the home of such child, and\n\nwhich is required by state or federal law or regulation to be\n\nmaintained in a confidential manner.\n\nC.
