There is hereby re-created until July 1, 2029, in accordance\n\nwith the Oklahoma Sunset Law, the Oklahoma Partnership for School\n\nReadiness Board. The Board shall promote school readiness\n\nsupporting community-based efforts to increase the number of\n\nchildren who are ready to succeed by the time they enter school.\n\nThe Board shall additionally serve as the state’s Early Childhood\n\nAdvisory Council and fulfill the responsibilities described in the\n\nHead Start Act of 2007 (PL 110-134, Section 642B). The Board shall\n\nconsist of representatives from the private and public sectors as\n\nfollows:\n\n1. Fifteen private sector representatives appointed by the\n\nGovernor to include:\n\na. two parents of children eight (8) years of age or\n\nyounger, and\n\nb. one representative of licensed child care providers;\n\n2. One representative of the licensed child care industry\n\nappointed by the Governor;\n\n3. One representative of a state association of federally\n\nfunded early childhood programs appointed by the Governor; and\n\n4. To ensure that existing resources are being utilized\n\neffectively, fifteen public sector representatives or their\n\ndesignees as follows:\n\na. State Superintendent of Public Instruction,\n\nb. State Commissioner of Health,\n\nc. Commissioner of the Department of Mental Health and\n\nSubstance Abuse Services,\n\nd. Director of the Oklahoma Department of Commerce,\n\ne. Director of the Oklahoma Department of Libraries,\n\nf. Director of the Department of Human Services,\n\ng. Administrator of the Oklahoma Health Care Authority,\n\nh. Director of the Oklahoma Commission on Children and\n\nYouth,\n\ni. Director of the State Department of Rehabilitation\n\nServices,\n\nj. Executive Director of the Oklahoma Educational\n\nTelevision Authority,\n\nk. Director of the Oklahoma Department of Career and\n\nTechnology Education,\n\nl. Chancellor of the Oklahoma State Regents for Higher\n\nEducation,\n\nm. Cabinet Secretary with responsibility for education\n\nagencies,\n\nn. Dean of the College of Education and Human Sciences,\n\nOklahoma State University, and\n\no. State Director of Head Start Collaboration.\n\nB. Members appointed by the Governor shall serve terms of four\n\n(4) years; provided, of those members initially appointed to the\n\nBoard, eight members shall be appointed for two-year terms,\n\nbeginning September 1, 2003, and seven members shall be appointed\n\nfor four-year terms, beginning September 1, 2003, as designated by\n\nthe Governor. The member appointed pursuant to paragraph 2 of\n\nsubsection A of this section shall be appointed for an initial term\n\nto end on August 31, 2007. The member appointed pursuant to\n\nparagraph 3 of subsection A of this section shall be appointed for\n\nan initial term to end on August 31, 2009. Appointed members shall\n\ncontinue in office until a successor is appointed by the Governor.\n\nThe Governor shall fill all vacancies in the same manner as the\n\noriginal appointment was made.\n\nC. The Director of the Department of Human Services shall\n\nconvene an organizational meeting of the Oklahoma Partnership for\n\nSchool Readiness Board prior to November 1, 2003, at which time\n\nmembers of the Board shall elect a chair, a vice chair, and other\n\nofficers as needed. A majority of the members of the Board shall\n\nconstitute a quorum for the transaction of business.\n\nD. Members of the Board shall receive no compensation for\n\nserving on the Board but shall receive travel reimbursement as\n\nfollows:\n\n1. State agency officers and employees who are members of the\n\nBoard shall be reimbursed for travel expenses incurred in the\n\nperformance of their duties by their respective agencies in\n\naccordance with the State Travel Reimbursement Act; and\n\n2. Remaining members shall be reimbursed by the Board from any\n\nfunds received by the Board for travel expenses incurred in the\n\nperformance of their duties in accordance with the State Travel\n\nReimbursement Act.\nses incurred in the\n\nperformance of their duties by their respective agencies in\n\naccordance with the State Travel Reimbursement Act; and\n\n2.
