The Oklahoma Partnership for School Readiness Board may:\n\n1. Establish guidelines for the disbursement of funds received\n\nfrom any public or private source or otherwise made available to the\n\nBoard for the purpose of supporting community initiatives that are\n\nconsistent with the goals of the Oklahoma Partnership for School\n\nReadiness Act and direct such other expenditures as may be necessary\n\nin the performance of its duties;\n\n2. Establish other guidelines as necessary to carry out the\n\nduties and responsibilities assigned to the Oklahoma Partnership for\n\nSchool Readiness Board;\n\n3. Receive funds from any public or private source;\n\n4. Enter into contractual agreements to assist with the\n\nadministration of the Board and to provide technical assistance to\n\ncommunities upon request;\n\n5. Appoint subcommittees which may include persons who are not\n\nBoard members. Such persons shall not be entitled to compensation\n\nbut may be reimbursed, upon approval by the Director of the\n\nDepartment of Human Services, for necessary expenses incurred in the\n\nperformance of their duties in accordance with the State Travel\n\nReimbursement Act; and\n\n6. The Board shall ensure, to the greatest extent possible,\n\nthat the needs and values of all parents are respected and protected\n\nand that voluntary participation is the basis for delivering all\n\nschool readiness programs. The Board shall act in ways which are\n\nsensitive to the diverse religious and other values of Oklahomans.\n\nB. The responsibilities of the Oklahoma Partnership for School\n\nReadiness Board shall be to:\n\n1. Conduct a thorough assessment of existing public and private\n\nprograms to determine their effectiveness and to maximize the\n\nefficient use of current state funds;\n\n2. Implement a public engagement campaign and establish a\n\nstructure to facilitate communication between communities;\n\n3. Provide leadership at the state level to encourage\n\ncommunities to develop and improve school readiness opportunities at\n\nthe local level to encourage and empower local communities;\n\n4. Encourage public and private programs, services, and\n\ninitiatives be brought together to provide coordinated, community-\n\nbased, effective and cost-efficient programs;\n\n5. Maximize the extent to which private sector funding is\n\nleveraged and federal, state, and local funds are coordinated with\n\nprivate funds;\n\n6. Serve as the administrator of the statewide child care\n\nresource and referral network;\n\n7. Serve as the state clearinghouse for early childhood\n\neducation and development programs and services;\n\n8. Establish standards of accountability in school readiness\n\nprograms and policy and recognize and promote the best practices;\n\nand\n\n9. Submit an annual report to the Governor and the Legislature\n\nno later than November 1 of each year. The report shall include,\n\nbut not be limited to, the following:\n\na. preparedness level of children entering kindergarten,\n\nb. status and results of the effort of the Board to\n\nengage the public regarding the care and education of\n\nchildren under the age of five (5) years and of the\n\nefforts of the Board to develop and promote private\n\nsector programs and voluntary parental involvement,\n\nc. detailed summary of community initiatives and programs\n\nfunded in whole, or in part, by the Board,\n\nd. availability and cost of quality child care for\n\nchildren under five (5) years of age needing care\n\noutside their home,\n\ne. number, location, and status of quality\n\nprekindergarten programs in the state, and\n\nf. percentage of third-grade students reading at or above\n\ngrade level.\n\nC. The Department of Human Services shall be the lead public\n\nagency for general administration and monitoring of programs and\n\nactivities related to the Oklahoma Partnership for School Readiness\n\nAct.\n\nD. Each of the following agencies shall make staff available to\n\nthe Oklahoma Partnership for School Readiness Board for the purpose\nntage of third-grade students reading at or above\n\ngrade level.\n\nC. The Department of Human Services shall be the lead public\n\nagency for general administration and monitoring of programs and\n\nactivities related to the Oklahoma Partnership for School Readiness\n\nAct.\n\nD. Each of the following agencies shall make staff available to\n\nthe Oklahoma Partnership for School Readiness Board for the purpose\n\nof providing professional consultation and staff support to assist\n\nin the implementation of this act:\n\n1. State Department of Education;\n\n2. State Department of Health;\n\n3. Department of Mental Health and Substance Abuse Services;\n\n4. Department of Human Services; and\n\n5.
