Stat. tit. 10, § 10-7007-1.9","heading":"Task Force on Reactive Attachment Disorder in","body":"Children – Membership - Duties.\n\nA. There is hereby created to continue until December 31, 2006,\n\nthe Task Force on Reactive Attachment Disorder in Children. The\n\ntask force will examine this issue as it relates to children in the\n\ncustody of the Department of Human Services or the Office of\n\nJuvenile Affairs, and children served by the Department of Mental\n\nHealth and Substance Abuse Services. For purposes of this section,\n\n“Reactive Attachment Disorder” means a disorder resulting from the\n\nlack of reasonable care and nurturance, usually in the early years\n\nof life, which results in an inability to establish normal, stable\n\nattachments to caregivers and others.\n\nB. The task force shall consist of eighteen (18) members as\n\nfollows:\n\n1. The Director of the Department of Human Services, or\n\ndesignee;\n\n2. The Director of the Oklahoma Commission on Children and\n\nYouth, or designee;\n\n3. The State Superintendent of Public Instruction, or designee;\n\n4. The Commissioner of the Department of Mental Health and\n\nSubstance Abuse Services, or designee;\n\n5. The State Commissioner of Health, or designee;\n\n6. The Administrator of the Oklahoma Health Care Authority, or\n\ndesignee;\n\n7. The Director of the Oklahoma Areawide Services Information\n\nSystems, or designee;\n\n8. The Executive Coordinator of the District Attorneys Council,\n\nor designee;\n\n9. The Executive Director of the Office of Juvenile Affairs, or\n\ndesignee;\n\n10. The Speaker of the Oklahoma House of Representatives shall\n\nappoint members as follows:\n\na. one member who serves on the Oklahoma House of\n\nRepresentatives Health and Human Services Committee,\n\nb. one member who is a foster-care or adoptive parent of\n\na child with Reactive Attachment Disorder, and\n\nc. one member who is a mental health expert knowledgeable\n\nin treating children with Reactive Attachment\n\nDisorder;\n\n11. The President Pro Tempore of the State Senate shall appoint\n\nmembers as follows:\n\na. one member who serves on the Senate Health and Human\n\nResources Committee,\n\nb. one representative of a statewide child advocacy\n\norganization, and\n\nc. one member who is a practicing attorney in the area of\n\nchild welfare and who is an active member of the\n\nFamily Law Section of the Oklahoma Bar Association;\n\nand\n\n12. The Governor shall appoint members as follows:\n\na. one member who is a pediatrician knowledgeable in the\n\narea of Reactive Attachment Disorder in children,\n\nb. one member who serves on a postadjudication review\n\nboard, chosen from a list of names submitted by the\n\nState Postadjudication Review Advisory Board, and\n\nc. one member who is a representative of the Oklahoma\n\nYouth Services Center.\n\nC. 1. Members shall serve at the pleasure of their appointing\n\nauthorities. A vacancy on the task force shall be filled by the\n\noriginal appointing authority.\n\n2. Appointments to the task force shall be made by July 1,\n\n2005.\n\n3. A majority of the members of the task force shall constitute\n\na quorum. A majority of the members present at a meeting may act\n\nfor the task force.\n\n4. The Speaker of the Oklahoma House of Representatives and the\n\nPresident Pro Tempore of the State Senate shall each designate a\n\ncochair from among the members of the task force.\n\n5. The cochairs of the task force shall convene the first\n\nmeeting of the task force on or before July 15, 2005, at which time\n\na schedule of the meetings shall be determined.\n\n6. The task force may divide into subcommittees in furtherance\n\nof its purpose.\n\nD. 1. Staff of the Department of Human Services shall serve as\n\nprimary staff for the task force with assistance from the staffs of\n\nthe Department of Mental Health and Substance Abuse Services and the\n\nOffice of Juvenile Affairs.\n\n2. The task force may use the expertise and services of the\n\nstaffs of the Oklahoma House of Representatives and the Oklahoma\n\nState Senate and may, as necessary, seek the advice and services of\nff for the task force with assistance from the staffs of\n\nthe Department of Mental Health and Substance Abuse Services and the\n\nOffice of Juvenile Affairs.\n\n2. The task force may use the expertise and services of the\n\nstaffs of the Oklahoma House of Representatives and the Oklahoma\n\nState Senate and may, as necessary, seek the advice and services of\n\nexperts in the field of child welfare.\n\nE. All departments, officers, agencies and employees of this\n\nstate shall cooperate with the task force in fulfilling its duties\n\nand responsibilities including, but not limited to, providing any\n\ninformation, records or reports requested by the task force.\n\nF. Members of the task force shall receive no compensation for\n\ntheir service, but shall receive travel reimbursement as follows:\n\n1. Legislative members of the task force shall be reimbursed\n\nfor necessary travel expenses incurred in the performance of their\n\nduties in accordance with the provisions of Section 456 of Title 74\n\nof the Oklahoma Statutes; and\n\n2. Nonlegislative members of the task force shall be reimbursed\n\nby their appointing authorities or respective agencies for necessary\n\ntravel expenses incurred in the performance of their duties in\n\naccordance with the State Travel Reimbursement Act.\n\nG. The duties and responsibilities of the Task Force on\n\nReactive Attachment Disorder in Children shall include, but not be\n\nlimited to:\n\n1. Identifying the number of children in the custody of the\n\nDepartment of Human Services or the Office of Juvenile Affairs or\n\nthe number served by the Department of Mental Health and Substance\n\nAbuse Services who have Reactive Attachment Disorder or who may have\n\na predisposition for the disorder;\n\n2. Assessing current resources available to families who have a\n\nchild with Reactive Attachment Disorder;\n\n3. Determining if additional services are necessary including,\n\nbut not limited to, networking and support groups, treatment\n\noptions, information/resource links; and\n\n4. Determining if conferences and training sessions are needed\n\nfor families who have a child with Reactive Attachment Disorder.\n\nH.
