There is hereby created in the State Treasury a revolving\n\nfund for the Administrative Office of the Courts to be designated\n\nthe “Family Representation and Advocacy Program Revolving Fund”.\n\nThe fund shall be a continuing fund, not subject to fiscal year\n\nlimitations, and shall consist of all monies received by the\n\nAdministrative Office of the Courts for child and indigent parent,\n\nlegal guardian, and Indian custodian legal and interdisciplinary\n\nrepresentation services to be provided by the Family Representation\n\nand Advocacy Program. The revolving fund shall include funds\n\nappropriated to the fund, federal funds, gifts, donations, and\n\ngrants. All monies accruing to the credit of the fund are hereby\n\nappropriated and may be budgeted and expended by the Administrative\n\nOffice of the Courts for the purpose of administering the Family\n\nRepresentation and Advocacy Program and for the provision of legal\n\nand interdisciplinary services to indigent parents and children by\n\nand through the Family Representation and Advocacy Program. By\n\nJanuary 31, 2024, and by January 31 of each year thereafter, the\n\nAdministrative Office of the Courts shall disburse funds from the\n\nFamily Representation and Advocacy Program Revolving Fund to the\n\ncontracted eligible organization.\n\nB. The Administrative Office of the Courts shall allocate and\n\nexpend funds from the Family Representation and Advocacy Program\n\nRevolving Fund to provide for the necessary operating costs of the\n\nFamily Representation and Advocacy Program including court-appointed\n\nlegal and interdisciplinary representation to children, indigent\n\nparents, legal guardians, or Indian custodians in proceedings\n\ngoverned by the Oklahoma Children’s Code, to the extent that funds\n\nare available from the Family Representation and Advocacy Program\n\nRevolving Fund. The Administrative Office of the Courts shall\n\nallocate and expend these funds pursuant to the contract with the\n\neligible organization. The Administrative Office of the Courts may\n\ncharge an administrative fee as provided in subsection D of this\n\nsection for administering the contract.\n\nC. The eligible organization that contracts to operate and\n\nmanage the Family Representation and Advocacy Program to provide\n\nlegal and interdisciplinary services shall maintain books and\n\nrecords in accordance with generally accepted accounting principles.\n\nThe books and records shall account for the receipt and expenditure\n\nof all funds paid pursuant to contract. Books and records shall be\n\nmaintained for a period of five (5) years from the close of the\n\nfiscal year of the contract period. The State Auditor and Inspector\n\nmay audit each organization annually. The necessary expense of each\n\naudit including but not limited to the cost of typing, printing, and\n\nbinding shall be paid from funds of the organization.\n\nD. The Administrative Office of the Courts may use up to two\n\nand one-half percent (2.5%) of the funds deposited in the Family\n\nRepresentation and Advocacy Program Revolving Fund in any given\n\nfiscal year to provide financial support staff, financial data entry\n\nstaff and facilities, and operating assistance for the Family\n\nRepresentation Program Advisory Board.\n\nE. An annual report issued by the Administrative Office of the\n\nCourts outlining performance measures for the Family Representation\n\nand Advocacy Program and recommendations for ongoing appropriations\n\nshall be transmitted to the Governor, the President Pro Tempore of\n\nthe Oklahoma Senate and the Speaker of the House of Representatives\n\nno later than December 31 of each year.","path":["OK Code","Title 10"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os10.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"99dd6e33f45af3fddf11017d25bcc822b76576658f3029bfd740fa73618fa8e6","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-10-10-801","next":"us-ok/okla.-stat.-tit.-10-10-83"},"notice":"GroundRules: Original legal text.
