Stat. tit. 10A, § 10A-1-9-104","heading":"Allocation of monies in Child Abuse Multidisciplinary","body":"Account.\n\nA. The Department of Human Services shall allocate monies\n\navailable in the Child Abuse Multidisciplinary Account (CAMA) to:\n\n1. The Child Abuse Multidisciplinary Team Account (CAMTA) Fund\n\ncreated by Section 1-9-103a of this title. Monies made available to\n\nthe CAMTA shall be used for the purposes of funding one functioning\n\nfreestanding multidisciplinary child abuse team in each county of\n\nthis state, utilizing the funding distributions as provided in\n\nsubsection B of this section;\n\n2. One hospital team pursuant to subsection E of Section 1-9-\n\n102 of this title; and\n\n3. One child advocacy center, accredited by the National\n\nChildren's Alliance, per district attorney's district. A child\n\nadvocacy center shall:\n\na. be eligible for Child Abuse Multidisciplinary Account\n\n(CAMA) funding upon accreditation by the National\n\nChildren's Alliance,\n\nb. secure a third-year interim review to determine\n\nwhether the child advocacy center continues to meet\n\nthe National Children's Alliance standards in effect\n\nat the time of its last accreditation. If a child\n\nadvocacy center fails the third-year review, the\n\ncenter shall remain eligible for CAMA funding, but\n\nshall have another review conducted in the fourth\n\nyear. If the child advocacy center fails the fourth-\n\nyear review, the center shall be ineligible to receive\n\nCAMA funding until such time as the center receives\n\nreaccreditation from the National Children's Alliance,\n\nand\n\nc. remain the center for the district attorney's district\n\nas long as the center is accredited and eligibility is\n\nmaintained pursuant to the provisions of Section 1-9-\n\n102 of this title. If a center does not remain\n\neligible pursuant to the provisions of Section 1-9-102\n\nof this title, endorsement by the district attorney as\n\nthe child advocacy center for the district may be\n\nsought by any entity beginning with the calendar year\n\nafter the center is determined to be ineligible. The\n\ntwo centers in district number (4) and district number\n\n(13) that were accredited as of May 17, 2005, shall\n\ncontinue to receive funding at the nonurban level.\n\nShould one of the exempted centers close or no longer\n\nmeet the criteria for a child advocacy center pursuant\n\nto the provisions of Section 1-9-102 of this title,\n\nthe center shall not be allowed to reopen in that\n\ndistrict or to receive CAMA funds. The remaining\n\ncenter shall become the sole child advocacy center for\n\nthe district attorney's district.\n\nB. Funding distribution pursuant to the provisions of this\n\nsection shall be determined:\n\n1. By multiplying the number of applicants in each category by\n\nthe corresponding weight as follows:\n\na. freestanding multidisciplinary child abuse team - 1,\n\nb. hospital team - 1,\n\nc. nonurban centers – 4,\n\nd. mid-level nonurban centers – 6, and\n\ne. urban centers – 24;\n\n2. Adding together the weighted results for all categories;\n\n3. Dividing the weighted result for each category by the sum of\n\nthe weighted results for all categories; and\n\n4. Equally distributing funding to each applicant in the\n\ncorresponding category based on the amounts obtained by multiplying\n\nthe total available funding by the calculated percentages. The\n\ntotal amount for all freestanding multidisciplinary teams as\n\ndetermined by the formula provided in this subsection shall be\n\ntransferred to the Child Abuse Multidisciplinary Team Account\n\n(CAMTA) Fund established by Section 1-9-103a of this title and\n\ncontracts with each freestanding multidisciplinary team shall be\n\ncompleted no later than January 1 of each year.\n\nDuring state fiscal year 2019, the Oklahoma Commission on Children\n\nand Youth may disburse to each freestanding multidisciplinary team\n\nthe remaining contracted amount of the freestanding\n\nmultidisciplinary team award. The freestanding multidisciplinary\nion 1-9-103a of this title and\n\ncontracts with each freestanding multidisciplinary team shall be\n\ncompleted no later than January 1 of each year.\n\nDuring state fiscal year 2019, the Oklahoma Commission on Children\n\nand Youth may disburse to each freestanding multidisciplinary team\n\nthe remaining contracted amount of the freestanding\n\nmultidisciplinary team award. The freestanding multidisciplinary\n\nteam shall provide the Commission with monthly documentation of\n\nexpenses as well as activity data and continue providing such\n\ndocumentation thereafter. Beginning January 1, 2020, and each year\n\nthereafter, the Commission may disburse the contracted amount at the\n\nbeginning of the calendar year to freestanding multidisciplinary\n\nteams that are functioning effectively as determined by the\n\nCommission pursuant to Section 1-9-102 of this title.\n\nC. By January 31, 2003, and by January 31 of each year\n\nthereafter, the Department shall disburse monies from the Child\n\nAbuse Multidisciplinary Account to eligible child advocacy centers.\n\nA child advocacy center shall be in compliance with the provisions\n\nof Section 1-9-102 of this title to be eligible for Child Abuse\n\nMultidisciplinary Account funding. The disbursement shall be a\n\nsingle, annual disbursement, for the collection period of the\n\npreceding year beginning October 1 through September 30.\n\nD. A report issued by the Oklahoma Commission on Children and\n\nYouth to the Oklahoma Legislature outlining performance measures for\n\nall multidisciplinary teams, including those associated with child\n\nadvocacy centers, and recommendations on the funding formula\n\nprovided for in this section shall be transmitted to the Oklahoma\n\nLegislature no later than December 31, 2017. The Department, the\n\nCommission, and the Children's Advocacy Centers of Oklahoma, Inc.,\n\nshall meet annually to review and certify the amount of CAMA and\n\nCAMTA funds to be disbursed.\n\nE. A child advocacy center may carry over funding for a period\n\nof one (1) year after allocation, such one-year period to begin in\n\nJanuary and end in December of the same year; provided, however,\n\nfunds not used within twenty-four (24) months of the original\n\nallocation will be deducted from the contract amount for the next\n\ncontract year. If a center is ineligible for funding in an upcoming\n\nyear, unused funds from the current or previous years shall be\n\nreturned to the CAMA Fund for use in subsequent years. Funds not\n\nused by a freestanding team by the end of the contract period shall\n\nrevert to, and be deposited in, the CAMA Fund.\n\nF. The Commission is hereby authorized to receive five percent\n\n(5.0%) in administrative costs from the CAMTA Fund.
