The Department of Human Services shall carefully define the\n\nchildren and youth programs of the Department as to their purpose,\n\nthe population served, and performance expectations. Planning for\n\nnew programs and services and major modifications to existing ones\n\nshall include evaluation of their effect on other programs and\n\nservices and communication and coordination with other public and\n\nprivate children and youth service providers in order to assure\n\nsuccessful and cost-effective implementation of the program. An\n\nevaluation component that includes monitoring and evaluation of\n\nclient outcomes shall be incorporated into all of the Department's\n\nprograms and services to children and youth, whether provided\n\ndirectly by the agency or through a contract.\n\n1. All programs and services shall be designed to ensure the\n\naccessibility of the program to the persons served. Provision for\n\ntransportation, child care and similar services necessary in order\n\nto assist persons to access the services shall be made. If the\n\nservice is provided in an office setting, the service shall be\n\navailable during the evening.\n\n2. Programs and services shall be targeted to the areas of the\n\nstate having the greatest need for them. The programs and services\n\nshall be designed to meet the needs of the area in which they are\n\nlocated. Programs and services intended for statewide\n\nimplementation shall be implemented first in those areas that have\n\nthe greatest need for them.\n\n3. As a part of the Department's program planning and\n\nmonitoring processes, the Department shall examine its programs and\n\nservices to children and youth to ensure that the practices within\n\nthem do not operate to detriment of minority children and youth.\n\n4. All child care services and facilities operated by the\n\nDepartment shall be accredited by the National Council on\n\nAccreditation, when applicable.\n\nB. The Department shall develop a five-year plan for children\n\nand youth services provided by the agency. The plan shall be\n\nreviewed annually and modified as necessary. Agency budget\n\nrecommendations of the Department for services to children and youth\n\nshall be based upon documented needs, and the development of budget\n\nrecommendations and priorities shall be closely integrated with\n\nagency and interagency program planning and management.\n\nC. The Department shall annually review its programs and\n\nservices and submit a report to the Governor, the Speaker of the\n\nHouse of Representatives, the President Pro Tempore of the Senate,\n\nand the Supreme Court of the State of Oklahoma, analyzing and\n\nevaluating the effectiveness of the programs and services being\n\ncarried out by the Department. Such report shall include, but not\n\nbe limited to:\n\n1. An analysis and evaluation of programs and services\n\ncontinued, established and discontinued during the period covered by\n\nthe report;\n\n2. A description of programs and services which should be\n\nimplemented;\n\n3. Statutory changes necessary;\n\n4. Relevant information concerning the number of children in\n\nthe Department's custody during the period covered by the report;\n\nand\n\n5. Such other information as will enable a user of the report\n\nto ascertain the effectiveness of the Department's programs and\n\nservices.\n\nD. The Department shall, on or before January 31 of each year,\n\nsubmit a report to the Governor, President Pro Tempore of the\n\nSenate, Speaker of the House of Representatives and the Oklahoma\n\nSupreme Court which shall include:\n\n1. Information concerning the number of children in the\n\nDepartment's custody that are placed in nonfamily settings,\n\nincluding but not limited to the types of settings utilized and the\n\nduration of the children's stays in such settings;\n\n2. A census of approved foster homes and the number of children\n\nplaced in those homes and a comparative review of foster home room-\n\nand-board rates; and\nlude:\n\n1. Information concerning the number of children in the\n\nDepartment's custody that are placed in nonfamily settings,\n\nincluding but not limited to the types of settings utilized and the\n\nduration of the children's stays in such settings;\n\n2. A census of approved foster homes and the number of children\n\nplaced in those homes and a comparative review of foster home room-\n\nand-board rates; and\n\n3.
