Stat. tit. 10A, § 10A-1-9-108","heading":"Pilot program to serve children at high risk of abuse","body":"and neglect.\n\nA. A pilot program to serve children at high risk of abuse and\n\nneglect shall be established by the Department of Human Services in\n\nconsultation with an evaluation team created pursuant to this\n\nsection if funds are available.\n\nB. The pilot program shall:\n\n1. Identify the populations of children at high risk of abuse\n\nand neglect and the characteristics of those children including, but\n\nnot limited to, populations in which parental drug and/or alcohol\n\nabuse, mental illness, mental and/or physical disability, and\n\ndomestic abuse are an issue;\n\n2. Develop and design programs to provide services to children\n\nat high risk of abuse and neglect;\n\n3. Develop methods for coordinating state and local services to\n\nassist high risk children and their families;\n\n4. Allow and provide for participation of both urban and rural\n\nconcerns in developing and designing such programs;\n\n5. Monitor, evaluate, and review the programs implemented to\n\nserve populations of children at high risk of abuse and neglect; and\n\n6. Include such other areas, programs, services, and\n\ninformation deemed necessary by the Department to provide a\n\ncomprehensive assessment of the needs and programs necessary to\n\nprovide assistance to children at high risk of abuse and neglect.\n\nC. An evaluation team shall determine the effectiveness of the\n\npilot program, and make a report to the Legislature and to the\n\nDepartment annually for as long as the program is funded. Such\n\nreport shall cover:\n\n1. Effective programs that will serve children that are at high\n\nrisk of abuse and neglect;\n\n2. Statewide expansion of programs;\n\n3. Funding sources;\n\n4. Training of professionals to serve such populations;\n\n5. Monitoring, evaluating and reviewing continued effectiveness\n\nof such programs;\n\n6. Special needs of children at risk of abuse and neglect from\n\nparental addiction to drugs and alcohol and parental mental illness\n\nand mental and/or physical disability and from domestic abuse; and\n\n7. Recommendations regarding the issuance of grants and\n\ncontracts for serving such high-risk populations.\n\nD. The evaluation team shall consist of not more than two\n\nrepresentatives from the following entities who have expertise in\n\nchild abuse prevention or a related field and who have an\n\nunderstanding of program evaluation techniques:\n\n1. The Department of Human Services;\n\n2. The Department of Mental Health and Substance Abuse\n\nServices;\n\n3. The Oklahoma Commission on Children and Youth;\n\n4. The Oklahoma Indian Affairs Commission;\n\n5. The Oklahoma Institute for Child Advocacy;\n\n6. The Oklahoma Court-Appointed Special Advocate Association;\n\n7. The University of Oklahoma; and\n\n8. Oklahoma State University.\n\nE. 1. Upon receipt of recommendations from the evaluation team\n\nestablished pursuant to this section, which indicate that the\n\nexpansion of the pilot project on a statewide basis would be\n\neconomically feasible and practical, the Commission for Human\n\nServices shall promulgate rules for developing a statewide program\n\nserving populations of children at high risk of abuse and neglect,\n\nprovided funding is available for such expansion.\n\n2. Upon promulgation of rules by the Commission, the provisions\n\nof this section shall become effective statewide.\n\nF. The Department may:\n\n1. Contract for services necessary to carry out the duties of\n\nthe Department pursuant to the provisions of this section; and\n\n2.
