A statement of foster parent’s rights shall be given to\n\nevery foster parent annually and shall include, but not be limited\n\nto, the right to:\n\n1. Be treated with dignity, respect, and consideration as a\n\nprofessional member of the child welfare team;\n\n2. Be notified of and be given appropriate, ongoing education\n\nand continuing education and training to develop and enhance foster\n\nparenting skills;\n\n3. Be informed about ways to contact the state agency or the\n\nchild-placing agency in order to receive information and assistance\n\nto access supportive services for any child in the foster parent’s\n\ncare;\n\n4. Receive timely financial reimbursement for providing foster\n\ncare services;\n\n5. Be notified of any costs or expenses for which the foster\n\nparent may be eligible for reimbursement;\n\n6. Be provided a clear, written explanation of the individual\n\ntreatment and service plan concerning the child in the foster\n\nparent’s home, listing components of the plan pursuant to the\n\nprovisions of the Oklahoma Children’s Code;\n\n7. Receive, at any time during which a child is placed with the\n\nfoster parent, additional or necessary information that is relevant\n\nto the care of the child;\n\n8. Be notified of scheduled review meetings, permanency\n\nplanning meetings, family team meetings and special staffing\n\nconcerns for any foster child placed in the foster parent’s home in\n\norder to actively participate in the case planning and decision-\n\nmaking process regarding the child;\n\n9. Provide input concerning the plan of services for the child\n\nand to have that input be given full consideration in the same\n\nmanner as information presented by any other professional on the\n\nteam;\n\n10. Communicate with other foster parents in order to share\n\ninformation regarding the foster child. In particular, receive any\n\ninformation concerning the number of times a foster child has been\n\nmoved and the reasons why, and the names and telephone numbers of\n\nthe previous foster parent if the previous foster parent has\n\nauthorized such release;\n\n11. Communicate with other professionals who work with the\n\nfoster child within the context of the team including, but not\n\nlimited to, therapists, physicians, and teachers;\n\n12. Be given, in a timely and consistent manner, any\n\ninformation regarding the child and the child’s family which is\n\npertinent to the care and needs of the child and to the making of a\n\npermanency plan for the child. Disclosure of information shall be\n\nlimited to that information which is authorized by the provisions of\n\nChapter 6 of the Oklahoma Children’s Code for foster parents;\n\n13. Be given reasonable notice of any change in or addition to\n\nthe services provided to the child pursuant to the child’s\n\nindividual treatment and service plan;\n\n14. a. Be given written notice of:\n\n(1) plans to terminate the placement of the child\n\nwith the foster parent pursuant to Section 1-4-\n\n805 of this title, and\nprovisions of\n\nChapter 6 of the Oklahoma Children’s Code for foster parents;\n\n13. Be given reasonable notice of any change in or addition to\n\nthe services provided to the child pursuant to the child’s\n\nindividual treatment and service plan;\n\n14. a. Be given written notice of:\n\n(1) plans to terminate the placement of the child\n\nwith the foster parent pursuant to Section 1-4-\n\n805 of this title, and\n\n(2) the reasons for the changes or termination in\n\nplacement.\n\nb. The notice shall be waived only in emergency cases\n\npursuant to Section 1-4-805 of this title;\n\n15. Be notified by the applicable state agency in a timely and\n\ncomplete manner of all court hearings, including notice of the date\n\nand time of any court hearing, the name of the judge or hearing\n\nofficer hearing the case, the location of the hearing, and the court\n\ndocket number of the case;\n\n16. Be informed of decisions made by the court, the state\n\nagency or the child-placing agency concerning the child;\n\n17. Be considered as a preferred placement option when a foster\n\nchild who was formerly placed with the foster parent is to reenter\n\nfoster care at the same level and type of care, if that placement is\n\nconsistent with the best interest of the child and other children in\n\nthe home of the foster parent;\n\n18. Be provided a fair, timely, and impartial investigation of\n\ncomplaints concerning the certification of the foster parent;\n\n19. Be provided the opportunity to request and receive a fair\n\nand impartial hearing regarding decisions that affect certification\n\nretention or placement of children in the home;\n\n20. Be allowed the right to exercise parental substitute\n\nauthority;\n\n21. Have timely access to the appeals process of the state\n\nagency and child placement agency and the right to be free from acts\n\nof harassment and retaliation by any other party when exercising the\n\nright to appeal;\n\n22. Be given the number of the statewide toll-free Foster\n\nParent Hotline;\n\n23. File a grievance and be informed of the process for filing\n\na grievance. Grievances shall be confidential and the foster parent\n\nhas the right to be free from acts of harassment and retaliation by\n\nany other party when exercising the right to file a grievance; and\n\n24. Receive a copy of the liability insurance policy the\n\nDepartment of Human Services maintains for every Department-\n\ncontracted foster home placement.\n\nB. The Department of Human Services and a child-placing agency\n\nunder contract with the Department shall be responsible for\n\nimplementing this section.\n\nC.
