The Oklahoma Commission on Children and Youth shall\n\nestablish the Oklahoma Mentoring Children of Incarcerated Parents\n\nProgram.\n\nB. The purpose of the Oklahoma Mentoring Children of\n\nIncarcerated Parents Program is to provide effective intervention\n\nservices through one-to-one mentoring relationships to children of\n\nincarcerated parents who either:\n\n1. Are in the custody of the Office of Juvenile Affairs and\n\ncurrently placed outside the home; or\n\n2.
