The Oklahoma Commission on Children and Youth shall issue a\n\nrequest for proposals on or before July 1, 2024, and July 1 of every\n\nthird year thereafter for which the Oklahoma Mentoring Children of\n\nIncarcerated Parents Program is funded, seeking applications to\n\nadminister the Oklahoma Mentoring Children of Incarcerated Parents\n\nProgram.\n\n2. The Office of Management and Enterprise Services shall work\n\nin conjunction with the Commission to coordinate a competitive bid\n\nprocess.\n\n3. The Commission, in coordination with the Office of\n\nManagement and Enterprise Services, shall review the applications\n\nfor compliance with the established requirements.\n\n4. Entities eligible to submit applications to administer the\n\nOklahoma Mentoring Children of Incarcerated Parents Program shall be\n\nlimited to nonprofit organizations or programs which are exempt from\n\ntaxation pursuant to the provisions of Section 501 (c)(3) of the\n\nInternal Revenue Code, 26 U.S.C., Section 501 (c)(3) and which\n\notherwise meet the requirements set forth in paragraph 5 of this\n\nsection.\n\n5. The Commission may approve an application that meets the\n\nrequirements set forth in this subsection and as established by the\n\nCommission. The approved applicant shall provide one-to-one\n\nmentoring services to children of incarcerated parents who are in\n\nthe custody of the Office of Juvenile Affairs and currently placed\n\noutside the home, or have been identified by the Office of Juvenile\n\nAffairs as at risk of becoming involved in the juvenile justice\n\nsystem. The selected applicant shall:\n\na. currently serve youth ages 6-18,\n\nb. have a statewide presence,\n\nc. currently provide one-to-one mentoring to children of\n\nincarcerated parents,\n\nd. have served children of incarcerated parents for five\n\n(5) years or more,\n\ne. have rigorous volunteer application and screening\n\nprocesses,\n\nf. have child safety policies and procedures,\n\ng. measure performance outcomes via multiple tools,\n\nh. have five (5) years or more of performance outcome\n\ndata,\n\ni. provide ongoing safety training and diversity training\n\nfor program staff,\n\nj. have an established working relationship with the\n\nOffice of Juvenile Affairs,\n\nk. set match-retention-rate goals,\n\nl. have experience working with high-risk populations,\n\nand\n\nm. deliver contracted services at a cost no greater than\n\nOne Thousand Five Hundred Dollars ($1,500.00) per\n\nmentor-mentee match.\n\n6. On or before July 1, 2012, and each July 1 thereafter for\n\nwhich the Oklahoma Mentoring Children of Incarcerated Parents\n\nProgram is funded, the Office of Juvenile Affairs may forward\n\napplications that the Office of Juvenile Affairs has determined meet\n\nthe requirements of this section to the Commission. On or before\n\nNovember 1, 2012, and each November thereafter for which the\n\nOklahoma Mentoring Children of Incarcerated Parents Program is\n\nfunded, the Commission shall award, through a competitive bid\n\nprocess, one grant to one applicant to provide one-to-one mentoring\n\nservices to children of incarcerated parents who either are in the\n\ncustody of the Office of Juvenile Affairs and currently placed\n\noutside the home or have been identified by the Office of Juvenile\n\nAffairs as at risk of becoming involved in the juvenile justice\n\nsystem.\n\n7. In addition to the grant funding, the Commission shall be\n\nauthorized to provide other appropriate assistance to the selected\n\napplicant.\n\n8. The Commission shall be authorized to promulgate rules and\n\nestablish procedures necessary to implement the provisions of this\n\nact.\n\n9.
