The Office of Juvenile Affairs agency records pertaining to\n\na child which are confidential may be inspected and their contents\n\ndisclosed without a court order to the following persons upon\n\nshowing of proper credentials:\n\n1. The judge having the child currently before the court in any\n\nproceeding pursuant to this title, any judge of the district court\n\nor tribal court to which any proceedings may be transferred;\n\n2. Employees and officers of the court in the performance of\n\ntheir duties, including but not limited to guardians ad litem\n\nappointed by the court, and members of review boards established\n\npursuant to the Oklahoma Children's Code;\n\n3. A district attorney and the employees of an office of a\n\ndistrict attorney in the course of their official duties pursuant to\n\nthis title or the prosecution of crimes against children, including\n\nproviding summary dispositional and placement information to the\n\nvictim of the delinquent acts of the child;\n\n4. The attorney representing a child who is the subject of a\n\njuvenile proceeding pursuant to the provisions of this title. The\n\nattorney representing a child or an attorney considering\n\nrepresenting a child in a juvenile proceeding may access other\n\nconfidential records listed in subsection A of Section 2-6-102 of\n\nthis title for use in the legal representation of the child;\n\n5. Employees of juvenile bureaus in the course of their\n\nofficial duties;\n\n6. Employees of a law enforcement agency of this or another\n\nstate and employees of a child protective service of another state\n\nor any federally recognized Indian tribe member in the course of\n\ntheir official duties pertaining to investigations of a report of\n\nknown or suspected child abuse or neglect or crimes against children\n\nor for the purpose of determining whether to place a child in\n\nprotective custody;\n\n7. Employees of a law enforcement agency in the course of their\n\nofficial duties pertaining to the investigation of a crime committed\n\nor alleged to have been committed by a person under eighteen (18)\n\nyears of age. Records or information disclosed pursuant to this\n\nparagraph may consist of summaries or may be limited to the\n\ninformation or records necessary for the purpose of the\n\ninvestigation;\n\n8. The Oklahoma Commission on Children and Youth;\n\n9. The Department of Human Services;\n\n10. Any public or private agency or person authorized by the\n\nOffice of Juvenile Affairs to diagnose, or provide care, treatment,\n\nsupervision or other services to a child who is the subject of a\n\nreport or record of delinquency, child abuse or neglect, or other\n\nadjudicatory category, provided the Office may limit the disclosure\n\nto summaries or to information directly necessary for the purpose of\n\nthe disclosure;\n\n11. Any federally recognized Indian tribe or state or county\n\nchild protective services or child welfare agency providing for or\n\nsupervising the diagnosis, care, treatment, supervision or other\n\nservices provided such child;\n\n12. The parents of the child who is the subject of any records;\n\n13. The child upon attaining eighteen (18) years of age or upon\n\nthe termination of court jurisdiction of the case, whichever occurs\n\nlater;\n\n14. Any person or agency for research purposes, if all of the\n\nfollowing conditions are met:\n\na. the person or agency conducting the research is\n\nemployed by the State of Oklahoma or is under contract\n\nwith this state and is authorized by the Office of\n\nJuvenile Affairs to conduct the research, and\n\nb. the person or agency conducting the research ensures\n\nthat all documents containing identifying information\n\nare maintained in secure locations and access to any\n\ndocuments by unauthorized persons is prohibited; that\n\nno identifying information is included in documents\n\ngenerated from the research conducted; and that all\n, and\n\nb. the person or agency conducting the research ensures\n\nthat all documents containing identifying information\n\nare maintained in secure locations and access to any\n\ndocuments by unauthorized persons is prohibited; that\n\nno identifying information is included in documents\n\ngenerated from the research conducted; and that all\n\nidentifying information is deleted from documents used\n\nin the research when the research is completed;\n\n15. The Governor or to any person the Governor designates, in\n\nwriting;\n\n16. Any federal official of the United States Department of\n\nHealth and Human Services, the United States Social Security\n\nAdministration, the United States Department of Justice, the United\n\nStates Department of Homeland Security, or any employee of the\n\nUnited States Probation Office;\n\n17. Any member of the Legislature, upon the written approval of\n\nthe Speaker of the House of Representatives or the President Pro\n\nTempore of the Senate;\n\n18. Employees of the Department of Corrections in the course of\n\ntheir official duties; and\n\n19. Employees of the Department of Mental Health and Substance\n\nAbuse Services in the course of their official duties.\n\nB. Records and their contents disclosed without an order of the\n\ncourt as provided by the provisions of this section shall remain\n\nconfidential. The use of any information shall be limited to the\n\npurposes for which disclosure is authorized. It shall be unlawful\n\nfor any person to furnish any confidential record or disclose any\n\nconfidential information contained in any juvenile record for\n\ncommercial, political or any other unauthorized purpose.
